Research On Engineering Supervision Mode Of PPP+EPC Project

The policy support of the PPP and the EPC mode,together with the resource allocation advantages of the two modes,makes the combination of the PPP and EPC mode greatly promoted in the construction and operation of infrastructure construction projects.The PPP+EPC project has the advantages of PPP and EPC mode at the same time,but the management system is more complex.In the process of practice,many problems have been revealed,such as unclear distribution of power and responsibility between social supervision enterprises and owners,unclear positioning of government supervision departments,poor operation of coordination mechanism of all parties,and imperfect supervision system,and poor actual supervision effect.Focusing on the above issues,this paper,based on the new public management,reputation restriction,quality flight inspection and other management theories,explores and improves the supervision mode of the project construction project under the PPP+EPC in China,in order to improve the supervision effect and promote the project construction to achieve the high-quality construction objectives of safety,quality and green.The specific research methods and contents adopted in this paper are as follows:Firstly,the necessity of improving supervision mode under PPP + EPC mode is analyzed.Based on the analysis of the current supervision mode policy of the PPP+EPC project in China,the paper discusses the deficiencies of the current supervision mode from the top-level legal system to the grass-roots government supervision and social supervision and demonstrates the necessity of improving the supervision mode of PPP + EPC project.Secondly,the design concept and related mechanism of the "Super Owner" supervision model for PPP+EPC projects are put forward.Starting from the main PPP management departments(such as the State Council,the national development and Reform Commission,the Ministry of finance,etc.),this paper discusses the current laws and regulations in the PPP + EPC project supervision work;Put forward the supervision mechanism,reputation management mechanism,performance evaluation system,incentive,and punishment mechanism that the provincial and municipal industry authorities need to establish.Thirdly,based on the design mechanism of the "Super Owner" supervision model proposed above,this paper analyzes the game relationship among local government supervision departments,social capital parties,general contractors,supervision enterprises,and other third-party service organizations in the "Super Owner" supervision mode,and constructs the behavior evolution game model of all parties by using system dynamics theory and Vensim software.Through the simulation analysis of the behavior strategies of all parties,the scientificity and effectiveness of the "Super Owner" supervision mode after the introduction of reputation constraint,incentive and punishment mechanism,public participation,quality inspection,and other systems are verified.Finally,the "Super Owner" supervision mode is designed.The " Super Owner" supervision mode should be established with the information intelligent supervision platform as the carrier,the social supervision as the main professional means,the government regulatory agencies as the administrative necessary means,the third-party service agencies as the supplementary means,and the public supervision as the Democratic guarantee means.This paper is carried out under the background of the current supervision mode of PPP + EPC project is not perfect,the countermeasures of the current supervision mode are studied and improved,the research results are conducive to the supervision system construction of PPP + EPC project,and have guiding significance for the supervision work in the actual construction of such projects.
