Since the reform for the marketization of our electric power system, the adjustment of national policies and the development of the electricity market lead to dramatic changes in consumption structure and level, the peak power of the poor insists on increasing and the problem of the peak regulating for power grid is growing. From the perspective of network security, every power plant should actively adjust the unit output to participate in peaking, or maintain low output to reduce the pressure of peaking power plants and coordinate with peaking.Cogeneration power plant use the low-grade steam which has done work in the steam turbine to carry out heating or industrial steam supply, and get increasing attention from power industry around the world because its energy efficiency is higher than other types of thermal power plants. However, cogeneration power plants usually undertake baseload power of the grid and do not participate in peaking. With the fast development of cogeneration and increasing number of units, especially in northern China, the increase of cogeneration output aggravate the pressure of grid peaking. To relieve it, in poor-load period, cogeneration power plants need to maintain the minimum run mode to reduce output.Based on anlysising of types and characteristic of existing cogeneration units, take singl-adjustment extraction turbinee as an example, the paper anlysis the run mode of min-consumption of energy and min-output respectively from the perspective of cogeneration power plant and grid. Then, taking both of network security and plants' benefit into account, set up an adjustable mathematical model in which normalized adjustment coefficients'a' and'β' were setted and could be definited through negotiating by plants and grid according to the condition of grid peaking, and available calculation program according to units'characteristic is designed accompanied by practical example to verify. Moreover, for the problem on safety and economy of units under minimum run mode, a modification program based on generation right trading is raised. To make cogeneration plants consciously carry out minimum run mode with least irregularities, some discussion about supervision is taken in Chapter 5,which based on anlysising of the game between plants and grid, and an program for suppressing irregularities by incentive mechanism is setted accompanied by some relevant advice about supervision on minimum run mode of cogeneration power plants.
