| Electricity supply is a fundamental service related to the national economy and people’s livelihood.It not only provides the indispensable basic power for all walks of life,but also is an essential energy source for the lives of the broad masses of people.Ensuring a continuous and stable power supply is the most important task of a power supply company.In recent years,domestic macro-control has continuously strengthened economic development,and the domestic economy has achieved rapid development.The demand for electricity in the economy is also increasing year by year.According to statistics from the Ministry of Energy,China’s electricity load has reached a new high each year,and the construction of substations has moved rapidly.The era of expansion.The substation construction itself has the characteristics of a huge amount of funds,complex technology and long construction period.Therefore,it is necessary to strengthen substation construction project management,ensure construction quality,and ensure construction safety.Substations,as a connecting power hub,are very important to the stable development of the power system.Domestic substations are mostly constructed by local and municipal power companies.The project management model is mainly based on the ownerfinanced and self-built(Design Bid Build,DBB)mode.The long-term practice has proved that this construction mode is difficult to achieve professional management.Project facts and decision-making are prone to errors,which will affect the benefits of project construction.In the past,most researches on the management of substation construction projects still remained in the optimization of human,machine,material,method,environment,etc.,and did not discuss too much management mode,and did not carry out different project management modes of substation construction according to local conditions.More comprehensive comparison and analysis.Since most of the construction of substations are coordinated by local power companies,the construction mode of substations in various cities and various voltage levels is basically the same,so this paper takes the construction of a 220 k V substation in a certain city as the subject of case analysis and sorts out its feasibility study report,Organizational framework,schedule deviation,etc.,and analyze the actual problems,such as lagging schedule,increased investment costs,untimely decision-making,and management confusion.This article uses the SWOT matrix model method for this project in the advantages and disadvantages of different construction management modes such as DBB,EPC,IPMT,and analyzes different aspects to get the most suitable mode of IPMT for this project.At the same time,based on value engineering,level analysis and other methods to analyze the promotion points of this case in the IPMT mode,through analysis,it is concluded that the project management team is composed of the owner,the project management company and all parties involved in the project under the IPMT mode.In the form of an office,the owner is responsible for management and supervision,providing technical guidance and approval of design changes.The project management company is responsible for resource integration,coordination of conflicts and relevant management techniques for all project participants,and other project participants are responsible for obeying the owner.Direct with the project management company,provide existing advanced production technology and achieve project goals on time.Through the efforts of all parties,the problems of the project have been improved,and the construction period can be reduced by 135 days,reaching 7.5% of the actual construction period,and the investment can be reduced by 4.92 million yuan,reaching 3% of the total investment.Finally,this article establishes a substation construction project evaluation system to compare the actual construction situation of the case of this thesis with the IPMT model comprehensively,proposes the establishment of a project dynamic management system and compiles related management systems,and through analysis,it is concluded that the municipal power company is carrying out substation construction At the same time,how to choose a suitable construction management mode in the specific economic,political and natural environment of the project,and how to adopt integrated management methods to better achieve the project’s goals,so as to improve the construction project of municipal substations.Manage quality,speed up the construction of substations,and alleviate the problem of local structural power curtailment.The research results can be used as a reference for similar substation construction projects. |
