At present,energy conservation and emission reduction have become the common development goal of all countries in the world,and thus need the active participation of every country.With China actively contributing to this environmental-friendly trend,China has made a commitment in the United Nations Organization,to effectively control carbon emissions,to take strong measures to control environmental problems,and to promote global sustainable development,and has decided to achieve a peak in carbon emissions in the near future,and to achieve carbon neutrality in the middle of this century.Currently,there is a serious waste of energy consumption in large public buildings in the sense that the construction industry needs to fully realize the importance and urgency of energy conservation and emission reduction.Therefore,it is of great practical significance to study the energy transformation project of property(buildings)in the interests of the energy saving and emission reduction in order to achieve the target of the national emission reduction.This paper aims to study the energy transformation project of a property(building),according to the theory of value engineering and the research method of project management.First of all,on the basis of field investigation,the current situation and problems of energy use of the property(building)are analyzed:(1)The energy consumption of the equipment unit is high,and energy efficiency is low;(2)Equipment maintenance costs are high,with low benefit;(3)The intelligent level of the system is low,and management is backward;(4)Satisfaction from house owners and employees runs low.In the stage of project decision-making,the theory of value engineering,with the energy-saving concept in mind,is used to redesign air the conditioning system,the lighting system and the elevator system program for a property(building)energy transformation project;analysis and program comparison are carried out from the aspects of the cost coefficient,the function coefficient and the value coefficient to select the qualified programs to be implemented.In the process of the project management,based on scientific management methods and the actual situation of the project,the core contents about the overall project implementation are put forward,including:(1)Conduct the WBS project scope management,and clarify the scope of implementation of the energy transformation project;(2)Use the Gantt chart to control project progress;(3)Make the earned value analysis to strengthen project cost management;(4)Use the flow chart to strengthen project quality management;(5)Prevent and control project risk by reserving 3% unforeseen expenses.Finally,with the analysis of project management benefits conducted,a property(building)energy transformation has seen significant improvements in the following areas:(1)Electricity consumption of the equipment unit has decreased by 8.92%-15.67%;(2)Equipment maintenance costs have reduced,and efficiency has improved;(3)The intelligent level of the system and the management are both improved;(4)Satisfaction from house owners and employees has increased from 87% to 93%.The excellent effects from this project implementation attest to the applicable value in the management of the comparable projects.
