Research On The Practical Problem And Improvement Ountermeasures Of JLSG Group’s Discipline Inspection And Supervision

In order to realize the full coverage of the personnel exercising public power,"state-owned enterprise managers" in the supervision law of the people’s Republic of China are included in the scope of supervision.However,as a kind of social and economic organization,state-owned enterprises have their own particularity.Its organizational nature,institutional settings,business functions,staffing and other aspects are different from government.How to make the discipline inspection and supervision post office "send down","go in" and "No interference",in the aspects of working mechanism,personnel arrangement,function design and so on,it should be in line with the party’s construction and the business law of the enterprise.In this paper,combined with my own worked experiences and thoughts,taking JLSG group as a case,with the writing idea of "what、why、how to do",from the three levels of system,institution and mechanism,combined with the requirements of party building and improving corporate governance,the author analyzes and studies the local state-owned enterprise discipline inspection and supervision work,and puts forward ideas and framework the in the local state-owned enterprise discipline inspection and supervision work.In order to enhance the combat effectiveness of state-owned enterprises in J Province in the second round of Northeast revitalization,and show the era responsibility of "the eldest son of the Republic".This paper is divided into five parts.The first part is the introduction,which expounds the purpose and significance of the research,and puts forward the research ideas and methods.The second part is the basic concept and theoretical analysis.The basic concepts include the state-owned enterprises,the discipline inspection and supervision system and the dispatch system,and the basic theories include the national supervision system and the dispatch supervision system.Through the definition of core concepts,to ensure that the direction of analysis and research is accurate and scientific.The third part is the basic situation of the case enterprise and the status quo of the enterprise discipline inspection and supervision.The fourth part is the practical dilemma of the case enterprise discipline inspection and supervision.Taking subjective and objective as the main line,this paper analyzes some problems existing in the implementation of discipline inspection and supervision dispatch work from four aspects: insufficient compatibility between system and mechanism and practice,insufficient independence of dispatched office,insufficient innovation of working mode and insufficient exertion of working efficiency.The fifth part is about the causes of the difficulties of enterprise discipline inspection and supervision.It includes four aspects:the low efficiency of top-down system implementation,the poor internal political ecological environment,the insufficient attention of leading cadres and the need to improve the professional ability of staff.The sixth part puts forward the improvement measures of the case enterprise discipline inspection and supervision system.
