Delimitation Of Permanent Prime Farmland Reserve Area Based On The Perspective Of Potential Land Use Conflicts

Farmland,as the basic resource and basic condition for human survival and development,has played a key role in ensuring the national food security and maintaining social stability since ancient times.With the continuous acceleration of urbanization,the form of farmland protection in China is very severe.A stable and scientific farmland protection model is necessary to coordinate the conflict between ecological civilization and urban development.Taking permanent prime farmland reserve area as the research theme,which can provide basic guarantee for the implementation of major construction projects and the rectification and replenishment of permanent prime farmland in the future,the delimitation is based on potential land use conflicts.This paper takes the current cultivated land in Wu’an City as the research object,identifies potential land use conflicts based on the multi-objective suitability evaluation of cultivated land,then arranges and combines the suitability of cultivated land,and finally delimits the permanent basic farmland reserve area.The main research contents and conclusions of this paper are as follows.(1)Based on the multi-objective suitability evaluation,the suitability pattern of cultivated land in the county is revealed.The cultivated land with high ecological suitability in Wu’an City is concentrated in the mountainous and hilly areas,occupying a relatively low proportion,and the conflict between cultivated land construction and ecological protection is relatively small.The eastern region and the areas along the Ming’he River have strong farming suitability,while the mountainous areas close to the northwest and southwest are less suitable for farming.The eastern region has superior agricultural planting conditions.The construction suitability of cultivated land presents a circle-like distribution,and suitability decreases in order from the center of the city to the surrounding area.(2)Based on the permutation and combination method,the potential land use conflicts pattern of the cultivated land in the county is revealed.The ecological advantage areas of Wu’an City are distributed in northwest and southwest mountainous areas.Advantageous areas for construction are concentrated around the main urban area and planned industrial zones.Advantageous areas for farming are mostly distributed in the northeast,northwest of city and areas along the Ming’he River.There are potential land use conflicts in 30.62%of the cultivated land.Most of these conflicts are distributed in the transition zone between various advantageous areas.They are mainly strong conflicts and general conflicts.Among them,the conflicts between construction and farming,ecology and farming are very common.(3)Based on the requirements for the delimitation of permanent prime farmland and reserve areas,a plan for the delimitation of permanent prime farmland reserve areas was proposed.The permanent prime farmland reserve area in Wu’an City has an area of 1656.63hm~2,which meets the delimitation requirements stipulated by Hebei Province.While giving priority protection to high-quality,graded and contiguous cultivated land,it also avoids future land use conflicts between ecological protection,agricultural planting and urban development.
