Permanent Prime Cropland Delimitation In County Area Based On Ideal Value Closeness Method

As the country's most important agricultural production data,cultivated land resources are related to the stable social and economic development of China and national food security and are the key resources for the sustainable development of the social economy.Therefore,the protection of basic farmland is a very important task that rises to the national level.And it is of great practical significance to formulate reasonable methods to determine the delimitation and protection of basic farmland.The content of this paper mainly includes the following three aspects:First,take Yunxiao County of Fujian Province as the research object,analyze the current situation of the cultivated land and basic farmland in Yunxiao County from the aspects of quantity,quality and spatial distribution.Second,to constructe of evaluation factors in terms of influencing factors of cultivated land quality and location conditions and to delimit permanent basic farmland by adopting the method of ideal value closeness.With the support of ArcGIS platform,the factors are analyzed by buffer analysis and sorted according to the score,and the optimal cultivated land unit is selected to be classified into permanent basic farmland.Thirdly,the delineated basic farmland will be systematically evaluated in terms of quantity,quality and spatial layout from the two aspects of self-evaluation and comparison with the original planned basic farmland results.The conclusions of this study mainly include the following three aspects:First,the area of cultivated land in Yunxiao County in 2014 was 11874.84 ha with the average quality of cultivated land was 7.66,among which the total area of basic farmland was 13543.6 ha with the average quality grade of cultivated land was 7.57.The overall quality is good,but there are certain deficiencies.Some of the fields are mainly non-cultivated land and the basic farmland above 25 °,the uneven distribution of water sources,and the large regional differences in contiguous land masses have caused a certain increase in the delineation quality of permanent basic farmland in Yunqi County.Second,the ideal value closeness method is used to evaluate the cultivated land quality and location conditions in this paper.In the part of cultivated land quality,irrigation guarantee rate,drainage condition and surface soil texture were selected as demarcation factors.The concentration degree of connection,traffic condition,influence degree of urban center and tillage distance were selected as demarcation factors in location condition part.After the demarcation of the basic farmland,the area of the permanent basic farmland in the whole county is 10887.19 ha with the average quality of the basic farmland is 7.55.The results of this study on the delineation of permanent basic farmland in Yunxiao County meet the requirements of the criteria for delineation of permanent basic farmland in Zhangzhou City.Third,the deficiency existing in yunxiao permanent basic farmland,this paper puts forward four Suggestions to the protection of basic farmland,?To build a permanent protection of basic farmland economic incentive mechanism,improve the protection of basic farmland enthusiasm;?The establishment of a dynamic monitoring and monitoring mechanism for permanent local farmland protection,timely warning and damaging the occurrence of permanent basic farmland conditions;?We will establish a sound basic farmland protection responsibility system and provide legal guarantee for permanent basic farmland protection;?Improve the quality of permanent basic farmland steadily.
