As a particular cultural phenomenon, expressions with Chinese characteristics(ECCs)in the report of the 19~thh National Congress of CPC(the 19~thh Congress Report)with unique styles, contain rich cultural connotations and political features. How to achieve the equivalent translation and communicative purpose is the primary issues.Exploring the translation techniques and influential factors for adopting translation strategies, this study may provide a reference for the further translation of ECCs.Taking communicative translation theory as theoretical framework and using Tmxmall and Excel software, this thesis explores translation techniques and reasons of adopting different techniques with the method of quantitative and qualitative analysis based on the self-built corpus of ECCs.In this thesis, the ECCs are classified into numerical abbreviations,four-character phrases, metaphorical expressions, idioms and colloquial expressions. The ECCs of the 19~thh Congress Report is rich,reader-friendly and approachable in style. In order to translate accurately, various and flexible translation techniques are adopted. For numerical abbreviations, linguistic translation, literal translation with annotation and connotative translation are adopted. These techniques can achieve the equivalence of form and content, and transmit information;for four-character phrases, linguistic translation, descriptive equivalent, simplification and couplets are used, which help to spread traditional Chinese culture;for metaphorical expressions, there are linguistic translation, descriptive equivalent, simile and transliteration plus generic translation, which can enhance the readability of translation;for idioms and colloquial expressions, descriptive equivalent, linguistic translation and couplets are adopted.Meeting the expectations of target readers and increasing the readability, these techniques are effect-oriented and shorten the distance between readers.Eventually, communicative purpose is achieved.Secondly, through the analysis,it turns out that communicative translation takes the proportion with 58.1%and semantic translation accounts for 41.9%.The ECCs’translation in the 19~thh Congress Report conforms more to communicative translation, for it can better achieve communicative purpose and promote cultural exchange.Semantic translation and communicative translation are not completely contradictory but complementary, and an effective translation is usually a perfect combination of the two.Thirdly, there are five influential factors for adopting different techniques:the purpose of translation, state’s instructions on foreign publicity, the aesthetic features of ECCs,the translators’understanding of translation and the change of readership. This study suggests that it is feasible to apply communicative translation theory to the translation ECCs in political texts. When translating ECCs,translators should choose flexible translation strategies according to different corpora. They should not only convey the information of the original text accurately, but also consider the language habits of the target readers,so as to improve the readability of the translation and achieve the purpose of communication.
