Research On The Supply Of Public Cultural Services In Tianfu New District

Promoting the high-quality development of public cultural services is an important task to deepen the reform of the system for managing cultural undertakings and develop advanced socialist culture,as well as an current demand to provide people with a richer,diversified and higher-quality spiritual and cultural life,meeting their expectations for a better life.Since the 18 th National Congress of CPC,under the strong leadership of the Central Committee of the CPC with Comrade Xi Jinping at it core,we strive to construct the service system of public culture,bringing it into the Reform in an all-round way.Report of the 19 th National Congress of CPC points out,“We will improve the system of public cultural services,carry out Cultural People-benefit Projects,and enrich cultural activities for the masses”.Tianfu New Area,the 11 th national-level new area established in 2014,is“a major programme of lasting importance and a fundamental task crucial for generations”for Sichuan Province,becoming an important support for the development of Chengdu as a mega-city.On 11 th February 2018,General Secretary Xi Jinping made an investigation to Tianfu New Area and pointed out that it is an important node of“One Belt One Road”construction and the development of the Yangtze River Economic Belt,must be well planned and built,through highlighting its characteristics of a park city and taking ecological values into account,and you shall strive to build a new growth pole and an inland open economic highland.After eight years of construction and development,the Tianfu New Area,laboured through mass construction from barren,has entered into new stage of large-scale construction and gathering of people and industry.With the rapid concentration of industries and population,it calls for more services in education,medical and public cultural services,and Tianfu New Area is facing with an urgent task,that is,meeting citizens’ desire for a better supply of public cultural services.This thesis,taking a perspective of the government,focuses on the current situation,problems in the public cultural service supply,analyze the causes and proposed countermeasures n the context of Tianfu New Area’s urban development strategy.This research consists of six parts.The first part is an introduction,contains research background,significance,overview,content and methods,presenting the general outline of the study in general.The second part explains the theory,defines public cultural services and public cultural service supply,and describe the theories used in this research,including the public goods theory,the the theory of need hierarchy,and the new public service theory.The third part focuses on the current status,presenting the practices and result of public cultural supply in Tianfu New Area.The fourth part is an analysis of the problems and causes of public cultural service supply in the district.The fifth part focuses on the experience,taking Beijing,Shenzhen and Pudong New Area as the domestic representatives,and Ameican and Japan as international representatives,draw lessons from and borrow ideas from their experiences.The last part is the chapter on countermeasures,which based on theoretical guidance and focusing on the causes,puts forward suggestions and countermeasures in multi aspects.According to the research,putting culture first is an important measure for the Tianfu New Area to create an open house to the outside.At present,the supply of public cultural services in the new area lacks top-level design,improved system and sound mechanisms.We need a forward-looking layout for the future,and we should make long-term efforts to reinforce the design of supply,innovate the form of supply,strengthen the guarantee of supply,innovate the way of governance and promote common governance and sharing,so as to continuously promote the high-quality development of public cultural services.
