| Along with the economy enters a phase of“the new normalcy",the government face new challenges to deal with.After decades of urbanization,more and more peasants escape from the countryside to the city to make a living,which resulting in a special-huge crowd:the landless peasants.Their livelihood issues influent the stability and sustainable development of economy,the whole urbanization progress.So the governments have to take care this problem urgenly,and have the responsibility to find a possible way to realize the sustainable livelihood of these landless peasants.This article proceeds from the perspective of government responsibility,takes the sustainable livelihood issue of the landless peasant as the object,then discusses and demonstrates the main responsibility of the government by using the methods and principles of Sociology、Management science and Economics.,analysis the current situation、the policy and the its influent on the landless peasant,and also summarize the dilemmas and the causes the government faces during the implementation of policy on landless peasant,explains what effect should the government do to improve the sustainable livelihood of the landless peasant,then put forward a policy proposal.This article analysis the effect and dilemma of current polices,hoping that the government can balance the relationship of economic development,compensation for land expropriation and the landless peasants’ livelihoods with innovative ideas and vision,let the landless farmers share the benefit of economic development.,hoping that will give valuable references to the government for promoting the policy of landless peasant. |
