| With the acceleration and development of aging in Shanghai,the elderly population needs more and more demands for the aged care service,Shanghai’s pension services development faces more severe challenges."9073" pattern needs to be further optimized,the important role of community service for the aged in the pension service system more prominent.The Shanghai community service for the aged in the huge effectiveness has not been effectively developed,to improve the community aged care service quality play community endowment huge effect is to improve the major propositions of the Shanghai pension service system.Therefore,the enhancement of scientific management is the necessary measure of development of community care services.The performance management focuses on the problem of community service,with the new public management theory,performance management theory as the framework,method and quantitative analysis by the method of social investigation,from the five aspects of the Shanghai community endowment service performance management.First of all,starting from the perspective of new public management theory,combined with the basic theory of performance management,that community endowment service performance management is necessary;secondly,it analyzes the current development situation of Shanghai community service and the existing problems,the implementation of the objective reality of performance management is necessary;and then from the two aspects of public service pension model perspectiveand describes the particularity of community endowment service performance management;again.The implementation method of the control of enterprise performance management process and evaluation,the establishment of community endowment service in the process of performance management;key performance indicators by KPI Decomposition index,with 360 degree performance evaluation method and AHP method to construct the scale,combined with empirical case,establish evaluation scheme;and then use the Balanced Scorecard to complete the construction of community pension service performance management system;finally,according to the research put forward to perfect the establishment of community pension service performance management system policy recommendations.This paper puts forward the main points:Enterprise management concepts and methods can be applied to the management of public services,community pension services as a public service,the implementation of performance management can effectively promote the development of community care services.As an important tool of performance management,the balanced scorecard is applied to the performance management of the community care service,which helps to realize the scientific nature of management,and make up the deficiency of the current academic research on the research of the community endowment service.To establish a long-term mechanism for the needs of the community care service needs feedback,highlighting the strategic position of the layout of the layout,in order to enhance the scientific management of specialization. |
