With the further acceleration of population aging in Shanghai City,care and support services continue to face ever growing,pension institutions play a significant role in social care system.However,there are quite a lot of problems in the quality of nursing staff and pension institutions,which lead to an important factor restricting the healthy development.Therefore,the nursing service can be fundamentally improved by nursing team with good quality,high stability and high professional skill occupation.This dissertation will discuss the issue that focus on the construction of nursing staff in pension institutions according to the hierarchy of needs theory,expectancy theory,5P model of human resource management theory and the methodologies of literature,questionnaire,expert interviews etc.The research is specified in the following five aspects:firstly,it demonstrates the reviews of development of nursing staff,analyzes the current situation according to the field survey and data that selected from Shanghai city in Changning District,Songjiang District,Baoshan District,Jingan District;secondly,it illustrates problems in nursing team construction of pension institutions from the unreasonable structure of nursing staff,low salary,low level of organization and management and other aspects.Meanwhile,it describes the reasons from the low recognition of nursing staff occupation,unscientific management of the organization and unsound human resources;thirdly,it concludes the suggestions for the construction of nursing team in the aged care institutions in Shanghai city based on the development and experience from Japan,the United States and the UK;fourthly,it discusses the practical approach and feasibility from the raising the standards of the nursing staff occupation,strengthen professional level,strengthen the training mechanism and increasing salary;fifthly,it propose the suggestions in enhancing the feasibility of construction of nursing team combining with the theoretical basis of the quantitative analysis and empirical analysis.The methods and practices refers to human resource management can be applied to the construction of nursing team in pension institutions.Using the relevant theory models to solve the problems and enhance the scientific in the nursing team construction ofpension institutions.This dissertation aims to demonstrate the construction of nursing team cannot live without government,community and pension institutions.Adapting the increasing the nursing staff’s salary and improving the occupation identity degree,strengthen the specialization and occupation level of training,improving the human resource management system and others methods to construct a nursing team effectively.
