| Village cadres play the role of advocating national policies,maintaining rural grassroots stability,promoting rural economic development,and serving rural grassroots people.They are vital to the development of the entire rural economic and social undertakings.Especially in the context of the central government’s proposal to implement the rural revitalization strategy,village cadres are the most powerful advocates,promoters and implementers at the grassroots level.However,the proportion of village cadres in creative entrepreneurship and their effectiveness of enriching people still need to be guided and improved,and their role of pilot model in promoting rural development is especially not enough,so further research on relevant incentive strategies and policies is needed.This article studies the current situation of village cadres’ entrepreneurship in Gaoyou,trying to discover their problems and corresponding causes.Personal characteristics and entrepreneurial environment of village cadres in Gaoyou are analyzed based on data collection and analysis of village cadres’entrepreneurship,with the help of Maslow’s hierarchy of needs theory and entrepreneurship policy measurement framework theory,in order to demonstrate the basic characteristics,basic models and existing problems of village cadres’ entrepreneurship in Gaoyou.It also digs deeply into the reasons behind the problems,and explores possible ways to improve the entrepreneurial measures for village leaders in Gaoyou.It is hoped that this thesis can provide theoretical basis for other rural areas with similar economic development level in terms of guiding village cadres to start their own businesses and enrich their people,and of cultivating pioneers of becoming wealthy in rural areas.This article consists of five chapters.The first chapter is the introduction.The second chapter provides the definitions of the concepts and the theoretical basis,and introduces Maslow’s hierarchy of needs,as well as entrepreneurship policy measurement framework theory.The third chapter introduces the current situation of village cadres in Gaoyou,which includes the structural characteristics of village cadres,entrepreneurial environments,basic features and basic models of entrepreneurship,entrepreneurial significance and effectiveness,etc.The fourth chapter is to analyze the problems with village cadres’ entrepreneurship in Gaoyou,and to find out the reasons.The fifth chapter provides suggestions for improving village cadres’ entrepreneurial measures in Gaoyou in terms of government function.Finally,it is pointed out in the conclusion that it is necessary to establish a clear direction to encourage village cadres to start their own businesses and enrich the people through organizational promotion,policy support,and market guidance.It proposes to improve the overall entrepreneurial ability of village cadres in Gaoyou,to implement two-way cultivation of entrepreneurial talents,to implant the notion of starting new businesses,to cultivate managing abilities,and to establish a system for entrepreneurship education and training.It calls for establishing the orientation of village cadres in Gaoyou to start businesses and enrich the people,strengthening publicity,establishing the encouragement mechanism,and improving the working mechanism.It needs to improve the entrepreneurial support policy,to increase the funding support,to simplify the start-up approval process,and to implement the county-township linkage support.It also requires to improve the support and guarantee system for village cadres’ entrepreneurship,to improve the foundation of industrial development,to create an atmosphere for innovation and entrepreneurship,to build a platform for entrepreneurship services,to further stimulate the entrepreneurial vitality of village cadres and officers in the city,to enhance the effect of enriching the people by starting new businesses,and to provide personnel support and organizational support for the implementation of the Rural Revitalization Strategy. |
