| The 21 st century is an era of aging population,aging problem has gradually become a world problem,countries are exploring the reform of pension services,Beijing is one of the earliest cities in China to enter the aging population,Beijing municipal government in order to deal with the plight of the elderly,constantly open the pension service market,the introduction of social organizations pension services.Based on the study of the relevant literature on the cooperation between the political and social institutions in public old-age services,this paper focuses on the mechanism of political and social cooperation in public old-age care services,combs the process of community-based development of elderly care institutions in Beijing,conducts in-depth process analysis of the participation of both the government and social organizations in the community old-age service station project through field investigation,uses participatory observation method and in-depth interview method to obtain the first-hand information of the community old-age service community,and this paper uses the "S s community old-age service station" For example,the government departments are divided into multiple levels,including district government,street government,community neighborhood committee,analysis of the government and social organizations in the construction phase of the S station and the operation stage of the interaction and operational logic,trying to clarify the actual operation of the S station in the government and social organizations in the cooperation mechanism.The study found that in the construction stage of the S-Station,the role of the government as a planner and leader is divided between responsibilities,actively looking for the elderly institutions to promote the landing of the station,social organizations in this period to actively respond to the government,send staff into the community station;Finally,this paper analyzes the community embedding dilemma of community elderly care institutions from the perspective of embedding theory,and finds that the dual constraints within multi-level government and social organization lead to the diversion of community station attention,which cannot respond to the needs of community old-age care in time,and shows the trend of de-inlining.It is hoped that this study can provide a supplement to the experience of the grass-roots practice of public old-age services and enlighten the development of cooperation between the government and social services in public old-age services. |
