| The socialist deliberative democracy adheres to the people-centered,takes equal consultations as a prerequisite,and aims at the all-round development of human beings,improving the ability of the consensus-based rational public discussion,and realizing the subject’s consciousness.The Third Plenary Session of the 18th CPC Central Committee put forward that "socialist deliberative democracy is the unique form and advantage of China’s socialist democratic politics." The report of the 19th National Congress pointed out that "the discussion of the people is the true meaning of the people’s democracy."The combination of deliberative democracy and villagers’ autonomy is conducive to further exploring the effective governance of the village and finding the "maximum common denominator" of the interests of all parties in the consultation..This paper takes the construction of deliberative democracy in villagers’ autonomy in Heilongjiang Province as the main research object,to explore how to exert the advantages of socialist deliberative democracy and constantly improve the system of villagers’ autonomy.Literature research,questionnaire analysis and comparative research are the main research methods.Using domestic and foreign scholars’ research on grassroots deliberative democracy,combining theory with specific cases.Through field investigations in some rural areas of Harbin,Shuangyashan,and Mudanjiang City.It analyzes the reality of village-level deliberative democracy in detail,points out the problems and constraints of the construction of deliberative democracy in villagers’ autonomy,and puts forward corresponding countermeasures in Heilongjiang Province.Convergence of "promoting the development of a broad and multi-layered system of deliberative democracy" and "deepening the practice of villagers’ autonomy".It’s conducive to further improve the village-level deliberative democracy construction in Heilongjiang Province,and further cultivate the self-conscious awareness of the villagers’ rural governance subjects,actively participate in rural governance and resolve the willingness of all parties’ interests through negotiation.And improve the ability and confidence of the villagers to be masters of their own affairs.Gradually realize the free and comprehensive development from standing up,getting rich and strengthening. |
