With the deepening of China’s administrative system reform,the active promotion of public services and the establishment of a service-oriented e-government have become the core of China’s e-government development.Government departments should clarify their service functions and service contents according to relevant laws and regulations,use the government system to establish a collaborative network between various government departments and the society,and provide cross-organizational,cross-departmental,and integrated e-government services to the public.The core role of current laws and regulations in the process of e-government service construction has not been fully exerted,and when the government system evolves,it cannot be effectively integrated due to the overlapping of e-government services.This paper applies legal ontology to the construction process of e-government services,and based on this,studies the overlapping problems in the integration of e-government services.It is of great significance for the government to make full use of legal resources and provide e-government services with clear semantics,standardized and transparent,and integrated.First,define the legal scope of e-government services in terms of both electronic and government services.Combined with the e-government service theory,the existing legal core ontology LRI-Core is expanded to make the legal ontology model domain-based,and to establish an e-government legal ontology model EGLOM for the e-government service field.At the same time,EGLOM is formally represented,so that legal knowledge can be expressed in a standardized,unified and shareable way as the basis for identifying e-government services.Then,by analyzing the concept of e-government service in the government system,e-government services are divided into legal space,resource space,role space and dynamic space as components supporting the evolution of government system.Based on the e-government legal ontology model,the concepts are mapped to the four spaces of the service layer,and the e-government service meta-model EGSM2 is constructed and formalized.The e-government service construction process based on EGLOM and EGSM2 is proposed.The relationship between e-government service and legal space,resource space,role space and dynamic space is analyzed in the process of construction,and the standard of e-government service verification is given.Taking the management method of low-rent housing in Beijing as an example,the feasibility and effectiveness of EGLOM and EGSM2 in the process of e-government service construction are verified.Finally,based on the e-government service constructed by the e-government service meta-model EGSM2,the overlapping of the new service and the legacy service in the evolution process of the government system is analyzed.Using Situational Method Engineering to present a situation-driven process model for e-government service integration,including a general strategy for solving overlapping problems,and a method chunk for handling integrity constraint consistency.According to the attributes of e-government services,the service integration indicators are proposed to evaluate the effect of integrity constraint consistency processing,and guide engineers to select appropriate strategies for service integration.
