Study On The Improvement Of Basic Public Services Of Beijing’s Permanent Resident Migrants

The number of Permanent Immigrants in Beijing has been declining in recent three years,but there are still 7.943 million permanent immigrants in Beijing by the end of 2017.The level of demand for basic public services of this group is increasing day by day.Under the background of promoting non-capital functional relief,ensuring that all permanent residents,including floating population,enjoy equal and undifferentiated public services and social security as far as possible,and improving the basic public services of Beijing’s permanent immigrants are of certain significance to improve the quality of urban development and serve the strategic positioning of the capital.Based on this,this paper studies the upgrading of basic public services of Beijing’s permanent immigrants,which can help to solve the problem that the development of permanent population does not match the level of basic public services in the process of urban development.Firstly,the research background,theoretical value and practical significance were elaborated.The relevant literature on basic public services of permanent immigrants were combed systematically.And then the current situation of basic public services of Permanent Immigrants in Beijing were analyzed through questionnaire survey method.The results showed that the local entry threshold for migrant children was high.The treatment of common diseases was inconvenient.Tthe medical expenses were unreasonable.And the effects of unemployment assistance and employment training were not good.More than half of the respondents believed that the difficulty of seeking medical treatment was the most important thing to be improved in Beijing’s basic public services.The index system of Beijing basic public service model is constructed.And then multiple regression is made with the number of permanent immigrants.It is concluded that permanent immigrants have more demand for basic public education services,basic public social security services and basic public medical services.The government should increase investment in basic public services in these aspects.In contrast,general public service expenditure,transportation expenditure,urban and rural affairs expenditure and infrastructure investment expenditure are less relevant to the improvement of basic public services of permanent immigrants in the empirical model,but the results are still significant.It fully demonstrates that the government has done a good job in these aspects of basic public services,and that the corresponding basic public services resources enjoyed by the permanent immigrants are relatively adequate.The government should continue to maintain investment in these aspects of basic public services.At the same time,we should pay attention to the co-construction and sharing of basic public service facilities.We should actively carry out training courses to improve the comprehensive quality of the labor force.We should innovate service modes and broaden service channels.We should actively implement social security and improve the public finance system in order to further optimize and enhance the basic public service level of the permanent immigrants.
