Paths Of Basic Public Services Equalization In Beijing-Tianjin-Hebei Region Based On System Dynamics

One of the fundamental functions of governments is to render basic public services for all It is also a demand for the basic right we needed and the requirements of social equality and justice to obtain equalization of basic public services.As the strategy of synergetic development implements in Beijing-Tianjin-Hebei region for six years,considerable achievements have been made based on the principle with a high priority on public services.But,Beijing-Tianjin-Hebei region is still facing salient and long-standing problems in realizing the equalization of basic public services in views of the overall situationTaking Beijing,Tianjin,and Hebei for research objects,a structural index system of basic public services is established based on previous researches and panel datum from 2005 to 2017 In the guidance of system dynamic theories,causal loop diagrams are drawn after analyzing the causal relationship in each subsystem.Mathematical relationships are found by linear regression and table functions.Stock and flow diagrams are further established,forming a complete system dynamic model of basic public services in Beijing-Tianj in-Hebei region.In order to ensure it scientific and rational,the model completes and passes the structural check,reality check,and sensitivity testing as well as mental examination respectively.Given this,the model is applied in predicting the future situation of basic public service,and some alternative solutions,such as maintaining the current status and achieving stable development,giving priority to some fields,and improvement plans,are introduced.The results demonstrate that?In the current speed,basic public services in Beijing-Tianjin-Hebei region will improve to varying degrees,while the equalization value keeps an inverted U-shaped decline in a slow way?There are various factors influencing the level of basic public services.The single subsystem has little impact on the whole.Thus,the prominent problem,disparity,is not caused by a single subsystem.?Basic public services present abnormal tendencies in Hebei province for irrational structure,insufficient input,and severe pollution.?The economy and the population have a dominant influence on alleviating disparity of basic public services.The economy with a positive influence plays a leading role,while the population with an adverse influence plays a supportive role.It is hard to realize an obvious improvement in basic public services in Beijing-Tianjin-Hebei regionAbove all,following the analysis and results gained,this paper brings forth paths to mitigate disparities and improve basic public services:?Redoubling efforts to develop economy help strengthening the capacity of rendering basic public services.?To achieve balanced development,opportunities brought by Xiong'an New Area should be mastered and a higher priority should be given to the areas with critical sensitive feedback.?Upholding differentiated development principles,fiscal expenditures should be optimized to make a balance between quantity and quality of basic public services,especially pay more attention to the public environmental service.?Top-level designs that take population into account in developing basic public services should be enhanced by bottom-line thinking to make a coordination development like moves in a chess game.
