Administrators in public sectors are the backbone in a society’s pubic field to carry out administrative responsibilities, and thus are of great importance in human resource management of public sectors. Sustained education and training is always the important access and strategic initiative to enhance the quality and capability of the team. Upon the new historical point, we need to greatly strengthen the education and training for administrators in public sectors, so as to speed up the reform and opening-up, modernization, and overall construction of a well-off society. Despite of the new trend and task, however, trainings for administrators in public sectors still remain in the system framework of planned economy, increasingly unapt to the building of human resources in public sectors. Being the major content of deepening the reform of carder and personnel system, the reform and innovation of carders’education and training is already on the agenda of the Party and related state departments. Therefore, the research on such a topic is of theoretical and practical significance.This paper fully absorbs and applies research achievements on trainings for administrators in public sectors by theoretical circles as well as practical departments in China in recent years, and at the same time learns from experience offered by a few representative countries. Furthermore, by adopting methodologies like literature research, system analyzing, comparative study, investigation, and etc., the paper makes a comprehensive use of knowledge from public administration, organization behavior, human resources management, political science, leadership science, and other related disciplines. Starting from the training system, the paper comes with ideas on and suggestions for the institutional innovation based on detailed studies and analyses. The introductory part of the paper briefly describes the purpose of studying training system for administrators in public sectors, explains the connotation of public sectors and human resources of public sectors, and correspondingly defines the boundary and scope of the present research. The paper goes further to make a review and summary of research achievements on the topic by theoretical circles and practical departments in China in recent years, and introduces the writer’s own research methods and ideas.In the first part, the paper mainly talks about the concept, characteristics and types of the training system for administrators, focusing on internal and external causes for training innovation. The paper cards systematically theories of institutional innovation at home and abroad, analyzes the Party’s theoretical perspective of cadre education and training, the Western training and development theory, new public management, and new institutionalism, and points out their impacts on the development and innovation of training system.In the second part, with special reference to the civil servants of department and section level in Zhejiang Province, the paper offers an overview of the present regulations, categories, contents, administration and mechanism in training, with an emphasis on problems existing in the present training system, so as to analyze the profound causes from aspects like training theories, training culture, and supply and demand structure.With institutional innovation as the main stream, and the US, the GB, France and Singapore as examples, the third part makes analyses of institutional innovation of human resource training in western developed countries since the new public administration movement in 1980s, and concludes with their experiences and profound enlightenment for us.The forth part studies the training for administrators against the backdrop of government reform, management innovation and the promotion of democracy. The paper offers the design to improve and strengthen the training, and the path to realize the institutional renovation.
