The 19 th National Congress of the Communist Party of China proposed the strategy for rural revitalization,the team development of village cadres has become the critical part of the full implementation of this strategy,college-graduate village officials are the essential part of the team development of village cadres.In the management of college-graduate village officials,because of the improper management,fail to use the incentive mechanism scientifically and give sufficient guarantee,etc.,college-graduate village officials are not stable,and their work enthusiasm is not high.In order to solve this problem,scientifically using promotion incentive mechanism to stimulate the enthusiasm of the extensive college graduates rooted in rural grassroots,devoted themselves to the countryside,which has becoming an important topic in the field of social public management.The first part of this paper introduces the research background of the selected topic,and proposes research ideas and methods,research purpose and significance.The second part defines three core concepts,promotion,incentive mechanism and promotion incentive,then,it discusses the theoretical basis of tournament theory,two factor theory and comprehensive incentive theory in management category,and weather college-graduate village officials are suitable for the related theories of promotion incentive as well.The third part of this paper studies the promotion incentive mechanism of college-graduate village officials currently promoted in China,which believes that as the overall village official promotion incentive mechanism,which has gradually changed from one-sided personal administration to human resource management and development,and each link in the promotion mechanism has gradually become scientific,standardized and legalized.However,there is no effective promotion incentive mechanism for college-graduate village officials all over the country.In the meanwhile,based on the description and current situation investigation of the promotion incentive mechanism of college-graduate village officials implemented in A County,this part studies the case promotion in village and promotion beyond village,and analyzes the successive promotion factors,interviews the staff of the Organization Department,members of the “two committees” of the village and college-graduate village officials eventually to summarize the incentive effect.The fourth part of this paper is on the basis of case analysis,which analyses the existing problems in the implementation of promotion incentive mechanism of college-graduate village officials in A County and summarizes the inadequate appropriateness of promotion post setting,too easy promotion requirements and two much emphasis on the test in the promotion process.It puts forward three reasons for the problems,insufficient demonstration in the early stage of mechanism design,oriented deviation of mechanism design and lack of humanity of mechanism design.For the existing problems in promotion incentive mechanism of college-graduate village officials in A County,the fifth part of this paper proposes solutions.In terms of principle,it puts forward the principles of incentive compatibility,scientific integrity,fairness and justice,etc.In terms of measures,it puts forward strengthening demonstration in the early stage of mechanism design,proper resetting promotion position for college-graduate village officials,developing promotion requirements that meets the position,improving correction mechanism,promoting career planning of college-graduate village officials,etc.The sixth part of this paper believes that A Country can provide reference for establishing and improving the promotion incentive mechanism of college-graduate village officials in terms of mechanism pertinence,promotion approach,salary guarantee,career ladder and promotion standard and other aspect via analysis and research,so as to strengthen the effect of management of college-graduate village officials.This paper always holds the belief that it is necessary to establish a set of scientific,standard and effective promotion incentive mechanism for college-graduate village officials for realizing rural revitalization,the experience and measure of A County provide a powerful reference for the scientific management and use of college-graduate village officials all over the country.
