The Effect Of Migrant Workers' Return Of The Central & Western China Region And Policy Suggestion

Migrant workers'return of the Central & Western China Region is a new migration phenomenon after the"tide of laborers". It can expand the study vision of migration to study the Migrant workers'return of the Central & Western China Region. Our study vision is different from most scholar. We define the study of the migrant workers'return of the Central & Western China Region that Migrant workers of the Central & Western China Region return to city and rural region of the Central & Western China Region. We attempt to analysis the two region'harmonious development about labour demand.Based on theory and empirical diagnosis, we discuss the effect,the self-business behavior of the migrant workers'return of the Central & Western China Region and how to solve the return.Firstly,this paper analysis the effect to the East China and Western China Region about the migrant workers'return of the Central & Western China Region, which includes economic life and social life. Meanwhile,the effect is not only positive, but also negative. We summarize that migrant workers'return of the Central & Western China Region is a"edged sword"to east region and Central & Western China Region.Seeondly,this paper propose the initiative return's solution to the migrant workers of Central & Western China Region from the view of game theory.The consequence of the model analysis: migrant workers'return requires that enterprises increase salary and governments of the East China and Central & Western China Region build cooperative mechanism. Enterprises increase salary is the key factor of initiative return migrant workers enter into Central & Western China Region. The cooperation of the governments of the East China and Central & Western China Region is benefit of the East China and Central & Western China Region's development. Meanwhile, building platform for self-business behavior of the initiative return migrant workers can solve the employment problem of the negative return migrant workers and rural surplus labor power.Finally,this paper propose the negative return's solution to the migrant workers of Central & Western China Region from the view of reality. We thought the situation of the negative return migrant workers is similar as rural surplus labor power. We attempt to build perfect migrant workers vocational counsel system and strengthen technical ability train. Realize the re-employment of return migrant workers.
