| H district of Shenzhen is an industrial area,located outside the former Shenzhen zone,with a large area of urban village.The proportion of floating population and the number of urban village are among the top in Shenzhen.The houses in urban village are mostly used for rent.The stock of the houses is huge,and the migrant workers live in them.It is the main area where the floating population gathers.The management of rental in urban village has problems such as chaotic security,dirty environment and hidden safety problems.How to do a good job in urban village rental housing management is a very urgent urban public governance problem.Rental housing management involves housing management department,public security department,grid management department,street office,community and other subjects,but also related to the information of different departments to connect,and the management of the subject coordination and other collaborative governance issues.Based on this,this paper intends to carry out a collaborative perspective of the governance of rental housing in H district of Shenzhen.With the help of the coordination theory and the basic situation of the rental housing governance in H district of Shenzhen,this paper constructs the analysis dimension of collaborative governance of rental in urban village,which includes three aspects: the coordination dimension between the subjects,the information connectivity dimension,and the coordination dimension between the management.This paper mainly adopts the method of investigation and interview and case study to deeply investigate the basic situation and existing problems of the management of rented houses in H district of Shenzhen.Through the investigation and interview,the paper finds that there are the following problems in the cooperative governance of rental houses in villages in the city of H district of Shenzhen: the main body of the environmental renovation of rental houses is single;Unreasonable allocation of realty management resources;The functions of the relevant departments of rental housing management are separated;Rental housing management information is not connected;Rental housing management does not have normative action standard.This paper analyzes the reasons for the synergy of the existing problems about the management of rental in urban village in H district of Shenzhen,mainly including three aspects: the single method of inter-departmental linkage;Lack of information connectivity channels;Lack of form of management collaboration.In accordance with the implementation about the pilot work on cooperative governance of rented houses in H district of Shenzhen,the practice of cooperative governance of rented houses in H district is analyzed.Based on the existing problems and causes in the cooperative governance of rental in urban village in H district of Shenzhen,this paper puts forward Suggestions on the optimization of the cooperative governance of rental in urban village from the three aspects of departmental linkage,information exchange and management cooperation.The author thinks that the government should perfect the supporting assessment system and establish the linkage mechanism of functional departments.The government should establish an integrated information platform for the management of leased-house,break the data barrier,and form an information exchange mechanism among the governance participants.The management of leasehold house should improve the enthusiasm of the main body participating in the management,optimize the service,establish a one-stop comprehensive service platform,upgrade the specialized property management,and further extend and optimize the service function of the government. |
