Research On The Influence Of Public Opinion On Public Policy Making

Public policy is the organ of state power to solve the problem of social public,In order to realize the goal of harmonious development of society,our country has issued a series of rules and regulations,policies,the command is used to guide the development direction of individuals,groups and society.With the rapid development of contemporary society and the increasing complexity of social problems caused by frequent incidents,relevant research on public policy science must continue to advance and play a constructive role in the development of China’s long-term strategic planning.The essence of public opinion is a kind of public opinion,is intend to appeal to the public on the current social development direction,in the age of the Internet information spread rapidly today,the public can be convenient to use weibo,WeChat network tools involved in the discussion of social hot issues,thus the public opinion is very important for public policy.Based on the reality of the development situation in our country development,every year will develop a series of public policy to determine the development direction,and in the process of public policy,public opinion can not be ignored,the influence of people want to make what kind of policy,policy development,in the direction of the what kind of people can accept what kind of policy,these are the public policy making.This dissertation studies the influence of public opinion on the formulation of public policy through the analysis of the case of long-lived biological vaccine fraud.This dissertation mainly covers the following aspects:The first part,the introduction part introduces the background and importance of the topic selection of this paper,and summarizes the relevant research of domestic and foreign scholars,and illustrates the research methods and specific content of this paper.The second part lists the conceptual basis,public opinion,public policy and public policy making involved in the article,as well as the theory of good governance,democratic consultation and public decision-making applied in the article,to provide a theoretical basis for the follow-up research.The third part introduces the development and changes of the case of Changchun Changsheng vaccine event,analyzes the public opinions in changchun Changsheng vaccine event,and analyzes the whole process of changchun Changsheng vaccine event affecting the formulation of public policy in detail.The fourth part expounds the limitations of the influence of public opinion on public policy,and analyzes the reasons why there are limitations.The fifth part lists the experience of the United States and Germany in public opinion response and public policy making,and draws some inspirations from the experience of foreign public opinion on the influence of public policy making.Finally,based on the above case analysis,this paper draws a conclusion and proposes countermeasures and Suggestions to improve the effect of public policy formulation by the Chinese government and to better absorb and respond to public opinion.Through analysis of changchun longevity vaccine events we have found that public opinion is a multifaceted role of social forces,in the process of public policy decision makers should be treated with caution the role of public opinion,respect for the characteristics of the diversity of public opinion,overcome the limitations resulting from the influence of public opinion,for a better promotion effect of public policy,the government in the process of public policy should improve the ability of information integration,effective response to public opinion,improve technology;In the process of efficient communication with the public,we should also pay attention to the policy should not be "kidnapped" by public opinion,so as to respond to public opinion and stabilize the benefits of the whole society.Finally,in terms of law,we should strengthen the construction of legal system,manage and control the public opinion system through perfect law,and strive to improve the ideological and moral level of the public,steadily promote the construction of our socialist core value system,and create a civilized public opinion environment.Through such measures,for the government to control public opinion provide direction for the right of public policy,and provide the basis for the scientific policy-making democratization,make public opinion a powerful public policy formulation and hope that through this for public opinion influence on public policy research,government for the future how to better meet the public opinion in response to public opinion to provide some reference for public policy advice.
