Community Social Organizations To Participate In Community Governance Research

The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China proposed to uphold and improve the social governance system of co-construction,co-governance and sharing,to further promote innovation in social governance,and to build a community of social governance in which everyone is responsible,responsible,and enjoys everyone.In December 2020,in order to implement the spirit of the Fifth Plenary Session of the 19th Central Committee and promote community social organizations to play a better role in innovating grassroots social governance,the Public Security Department of the Ministry of Civil Affairs issued the "Special Action Plan for Cultivating and Developing Community Social Organizations(2021-2023).)" notice.It is hoped that it will take three years to improve the structure of community social organizations,improve organizational professional capabilities,and cultivate the concept of community self-government.As the basic unit of social governance,the community is also responsible for innovating a new pattern of social governance and guiding multiple social forces to participate in community governance.Under the guidance and promotion of relevant policies,various grassroots communities in our country have begun to vigorously develop and cultivate community social organizations,explore the ways in which community social organizations participate in community governance,and innovate new models of multiple cooperation in community governance.To this end,this article adopts the literature analysis method,case study method and interview method.Under the guidance of government failure theory,governance theory and social capital theory,based on data surveys and field visits,it is found that the process of community social organizations participating in community governance There are problems such as irregular organization,lack of human and financial resources,and weak community participation.Based on relevant research andexperience,some suggestions for improvement have been drawn:government departments should improve laws,regulations and policies,establish external supervision systems,and build platforms for community social organizations;community social organizations should do a good job in system construction,strengthen exchanges and cooperation,Strengthen the work of party building and the building of organizational credibility;it is necessary to create a community autonomy atmosphere of joint participation,joint construction and sharing in the whole society.
