| The world is now in an era of "unprecedented changes in a century",in which non-traditional security issues are showing new trends and attracting more and more attention from countries all over the world. The UAE is an important strategic node country along China’s "One Belt and One Road",with high level of economic development and rich oil and gas resources, which plays an important role in China’s "One Belt and One Road"initiative. The purpose of this paper is to analyze the nature of the non-traditional security cooperation framework between China and UAE,sort out the practical basis, legal significance and legal risks of building a new framework for China-Arab non-traditional security cooperation, explore the feasibility of building a new framework for China-Arab non-traditional security cooperation, and analyze the entry point and core of building a new framework for China-Arab non-traditional security cooperation by combining China’s experience and other countries’ practice, and provide suggestions for the formation and deepening of this framework. The first chapter of this paper aims to provide a "framework for non-traditional security cooperation between China and Afghanistan".Specifically, the first chapter of this paper introduces the necessity of this study in terms of its practical significance and legal basis;the second chapter of this paper aims to provide the background of the topic of "Sino-Arab non-traditional security cooperation in the era of great changes",firstly,it introduces the definition of non-traditional security, and current situation and future of Sino-Arab non-traditional security cooperation to pave the way for a detailed discussion in the following chapter.Chapter 3 of this paper,"Feasibility Analysis of a New Framework for Sino-Arab Non-Traditional Security Cooperation in the Era of Great Changes",based on the background introduced in the previous section, further analyzes the current situation of China’s foreign non-traditional security cooperation and introduces three models of international non-traditional security cooperation-the U.S.model,the EU model and the ASEAN model. It introduces three international models of non-traditional security cooperation-the U.S.model,the EU model, and the ASEAN model-and analyzes the potential risks of building a Sino-Arab framework for non-traditional security cooperation. In general,Chapter 3 is a "real" analysis. The fourth chapter,"The Path of Building a New Sino-Arab Non-Traditional Security Cooperation Framework in the Era of Great Changes,"introduces the nature of the Sino-Arab non-traditional security cooperation framework from the perspective of "contingency," namely, dialogue, progressiveness, public law,and people-oriented,and discusses these properties. At the same time, the paper also discusses three entry points and a core for the construction of a new framework for Sino-Arab non-traditional security cooperation, namely, economic and trade cooperation, scientific and technological innovation and social governance as the entry points and the construction of identity as the core. Finally, combining the background and feasibility analysis of the previous paper and the discussion of the entry point and core, the three dimensions of"institutional construction","practical guarantee" and "mechanism formation" with a time sequence are discussed. In the end,we suggest a framework for Sino-Arab cooperation on non-traditional security, starting from the three sequential dimensions of "institution building","practice guarantee" and "mechanism formation".Translated with www.DeepL.com/Translator(free version)This paper adopts various research methods, including literature research, qualitative analysis, interdisciplinary research, case study, descriptive research, and exploratory research,to explore the construction of a new framework for Sino-Arab non-traditional security cooperation in the era of great changes. On the one hand, this paper analyzes and studies the cooperation between China and the UAE in the context of "the era of great changes" and the topic of"non-traditional security cooperation",and believes that Sino-Arab non-traditional security cooperation should be closely related to the "era of great changes".The paper argues that Sino-Arab non-traditional security cooperation should be closely related to the needs of the"era of great changes",while based on the realistic basis,China’s practice and other countries’ experience, avoiding risks, respecting other countries’ emotions and identity, building national identities and forming strategic mutual trust. On the basis of these contemporary concerns, realistic concerns and humanistic concerns, this paper provides recommendations for the construction of a new framework for Sino-Arab non-traditional security cooperation, which are also the main results of this paper. In terms of conclusion, this paper argues that the era of great changes presents unprecedented disruptive changes from countries to individuals, from geopolitics to cultural psychology, from cutting-edge technology to values,in which the intensity and breadth of non-traditional security issues have intensified, and the unknowns and instabilities have intensified, putting forward higher requirements for international cooperation. As a strategically important partner of China in the Middle East,it is necessary to build a new framework for non-traditional security cooperation with the UAE.To build this new framework, firstly,it is necessary to build on the practical and realistic basis of this framework, while highlighting the significance, avoiding risks and designing a feasible institutional model;secondly,it is necessary to strengthen the cooperation between the two sides in the fields of economic and trade exchanges, scientific and technological innovation and social governance in the process of practice, and to establish the identity of both sides as the core,so as to provide confidence for deepening the cooperation between the two sides through concrete practice and promote further improvement of the institutional design. Finally,it is necessary to combine the macro background of the era of great changes and specific practical experiences in China and abroad to form a non-traditional security mechanism with exemplary effects in the region, and at the same time to establish a sense of innovation, break through the original traditional paradigm and expand the space and fields of non-traditional security cooperation in China. |
