| As the "key minority" of Party members,cadres are the organizers,leaders and executors of the party’s governance activities.The political behavior of cadres is one of the important elements of the party’s political life.The personal qualities of cadres in political life directly affect the image of Party members,and become one of the important indicators to measure whether the political ecology in the party is "clean and upright".From a historical perspective,this paper reviews and analyzes the development process of the cadre assessment system since the Reform and Opening-up,summarizes the experience of the reform and evolution of the cadre assessment system,and tries to put forward the practical enlightenment of improving the Party’s cadre assessment system in the new era.The first chapter is the introduction,which systematically discusses the reason and significance of the research on cadre assessment system since the reform and opening up,clarifies the core concepts of this research,systematically summarizes and evaluates the current situation of the research on cadre assessment in the academic circles since the Reform and Opening-up from different angles,determines the ideas and methods of this research,and clarifies the innovation and shortcomings of this research,so as to provide reference for the follow-up systematic research with enough guidance and foreshadowing.The second chapter focuses on the basic construction of cadre assessment system since the Reform and Opening-up,aiming to find out the theoretical and practical basis of this study.This chapter,starting from the theoretical origin,systematically expounds the thinking of Marxist classic writers on the assessment of cadres and the discussion of the cadres assessment by the leaders of the past generations of the party,and clarifies the historical evolution of the ideological development of cadres assessment.Secondly,the paper reviews and analyzes the practice of cadre assessment in the period of the new democratic revolution,the early stage of the founding of new China and the socialist construction period,and clarifies the practical basis of the cadre assessment system since the Reform and Opening-up.The theoretical and practical basis for the subsequent research are consolidated.The third chapter focuses on the reform process of cadre assessment system since the Reform and Opening-up,aiming to find out the remarkable characteristics and the development degree of cadre assessment since the Reform and Opening-up.Based on the historical division of the party history,this chapter reviews and analyzes the evolution of the cadre assessment system in four stages:the construction of the framework of the cadre assessment system from 1979 to 1992,the systematic development of the cadre assessment system from 1992 to 2002,the scientific reform of the cadre assessment system from 2002 to 2012,and the deepening reform of the cadre assessment system from 2012 to the present,and summarizes the different emphases of the system effective reform in each stage.The fourth chapter is the reflection and improvement of the party’s cadre assessment system since the Reform and Opening-up,aiming to solve the problem of how to continue the scientific reform of cadre assessment.This chapter first summarizes and reviews the basic experience of the effective reform of the cadre assessment system since the Reform and Opening-up from four aspects:the assessment index system,the assessment subject system,the assessment method system and the comprehensive assessment result system;on this basis,the scientific design of the assessment index system,the adjustment of the assessment subject structure,the innovation of the assessment method and technology,and the improvement of the assessment result evaluation should be carried out four aspects put forward the effective enlightenment of improving the cadre assessment system in the new era,and try to put forward operational suggestions for improving the cadre assessment work and system. |
