A Study On The Industrial Optimization And Development Of Characteristic Towns

During the National People’s Congress(NPC)and the Communist Party of China National People’s Congress(CPPCC)sessions in 2018,General Secretary Xi Jinping made a pioneering report in the nineteen major reports,which says that China has entered the stage of rapid growth from high speed to high quality growth.Xi Jinping demands that we must vigorously develop strategic emerging industries and improve the quality of China’s economic development.Geographic information industry as a new generation of information technology and digital economy deep integration of industrial forms,its development and growth,in promoting the high-quality development of China’s economy,has an important role in promoting.On the other hand,Deqing County of Zhejiang Province successfully held the first United Nations World Geographic Information Conference in November 2018,and Deqing geographic information Town,located in Moganshan national high tech Zone,Huzhou,became one of the focuses of the conference.The convening of the conference promoted the development of geographic information industry in Deqing County to enter the fast lane.However,after more than a year of rapid development,there are some new situations in the development direction,development mode and economic promotion function of Deqing geographic information Town,such as whether the industrial structure of geographic information town is balanced,the upstream and downstream industrial chain is not perfect enough,and the economic benefit evaluation of the industrial enterprises.The emergence of these new problems began to play a variety of positive or negative roles in the development of Moganshan national high tech Zone.In this context,this paper takes the industry of Deqing geographic information town as the research object,and discusses the strategy of optimizing the development of characteristic town industry.Firstly,this paper expounds the research situation in this field at home and abroad,which provides the literature support for the research of this paper.Then,the paper further reviews the theories applied in these literatures,and holds that innovation theory,industry city integration theory,technology space diffusion theory,incubator theory and capital structure theory are the important theoretical basis for promoting the industrial development of small towns with Chinese characteristics.The second part of the article summarizes the industrial development experience of Ningde lithium new energy town,Hangzhou dream town and Zhenjiang Jurong green new energy town.It is considered that highlighting the development of characteristic industries,focusing on the leading role of leading enterprises,building innovation support system and adhering to the leading position of the party in the construction of characteristic towns are the important experience for the success of the industrial development of these characteristic towns.On this basis,the paper further analyzes the current situation and existing problems of the development of geographic information industry in Deqing geographic information Town,and summarizes five outstanding problems,namely,the lack of geographic information industry chain,the prominent bottleneck of geographic information industry research and development,the lack of professional talents,the lack of leading enterprises and the still need to improve the executive ability of cadres.Then,the paper analyzes the causes of these problems,and makes some innovations in the research process,and introduces the financing structure theory to analyze the causes of the problems in the development of geographic information town industry.In the fourth part of the paper,the paper puts forward the strategies to solve the problems,including the scientific planning of the geographic information industry and its industrial chain,optimizing the investment in the research and development resources of the geographic information industry,strengthening the incentive and introduction of geographic information town person times,strengthening the driving effect of leading enterprises and improving the business environment.Through the above research,we can explore the development path of geographic information industry,which has certain practical significance and can enrich the research results of characteristic towns to a certain extent.
