Research On Environmental Responsibility System Within The CPC’s Law And Regulations

Starting from five typical cases of environmental accountability,based on normative analysis and case analysis,this paper systematically expounds the functions of the party’s environmental responsibility laws and regulations to educate Party members and cadres to form awareness of environmental responsibility,to ensure the implementation of policy documents and national laws,to make up for the lack of environmental governance system and ability,and to strengthen the loopholes in the environmental legal responsibility system.This paper combs the inner-party environmental responsibility regulation system and its implementation status and problems,and explores how to improve the inner-party environmental responsibility regulation system in the new era.Based on the analysis of the current situation of the implementation of the party’s environmental responsibility laws and regulations in respect of being observed,implemented and evaluated,the paper focuses on the deep-seated problems such as formalization of accountability,improper results of accountability and dereliction of duty of middle-level party and government cadres in environmental governance.The reasons lie in the weak system of the inner-party responsibility norms,the lack of the Inner-Party Regulations environment accountability implementation mechanism,and the weakening of the supervision and relief system of the Inner-Party Regulations environment accountability.Finally,the paper puts forward that in the aspect of making Inner-Party Regulations and regulations,it is necessary to strengthen the filing and examination of Inner-Party Regulations,strengthen the combination of post legislation evaluation and clean-up mechanism,and strengthen the construction of system norms that can be used by supervisory organs;In the aspect of implementation,we should strengthen the legitimacy and rationality of the implementation procedure,and establish and improve the accountability performance evaluation system Establish and improve the guidance system of accountability cases,and promote the implementation of the party’s environmental responsibility to all levels;In the aspect of supervision and relief,it is necessary to improve the procedural provisions and connection system of accountability within the party,strengthen the construction of relief system of accountability within the party,connect the responsibility provisions within the party with the supervision regulations,and strengthen the procedural guarantee of democratic participation of Party members.
