Study On The Benefit Evaluation Of Diaozhuang Migration In Ningxia

Poverty is an eternal topic.At the beginning of the 1980s,the poverty problem in China attracted the great attention of the CPC Central Committee and the State Council.In December 1982,the central government decided to implement the "Three West Regions" agricultural construction,which opened the country’s planned,organized,large-scale poverty alleviation and development,and at the same time,the prelude to poverty alleviation and development in the Xihaigu region.The resettlement project in Diaozhuang,Ningxia was implemented by the central government in 1983.It is the earliest example of an important strategy for poverty alleviation.With the support of the "Three West Areas" poverty alleviation fund,the project achieved the goal of lifting 210,000 poor people out of poverty in Xihaigu region of Ningxia by establishing a migration base in Diaozhuang.As a matter of fact,migration in Diaozhuang of Ningxia doesn’t have short-term income increase effect,and its economic,social and ecological benefits need a long time to show.Therefore,it is very important to carry out long-term tracking and evaluation of migration project after nearly 40 years of implementation.This paper mainly from the macro and micro,the area of migration and migration out of two levels,from the economic,social and ecological three aspects,the construction of migration benefits evaluation index system,using the difference-in-difference and fuzzy mathefnatics evaluation method,comprehensive analysis and evaluation of migration benefits in Diaozhuang,Ningxia.The results showed that:(1)The comprehensive benefits of migration in Diaozhuang are good on the whole,and it has a positive impact on the development of both the areas where immigrants immigrate and the areas where they leave,achieving a win-win effect.(2)From the evaluation results of economic,social and ecological benefits,the economic benefits brought by migration to Diaozhuang are obvious,and the impact on comprehensive benefits is the largest.Relocation significantly improves the immigrant family income,especially the total income and wage income than before relocation.(3)The social benefits brought by migration in Diaozhuang are good.The infrastructure and social development of the immigrated areas are better than that of the immigrated areas,and the immigrants have basically integrated into the life of the immigrated areas.(4)The ecological environment of both the inbound and outbound areas has been well improved by the migration of Diaozhuang.Finally,based on the problems existing in the development of immigration areas and immigration areas,this paper puts forward policy suggestions for improving the follow-up management and sustainable development of migration areas in Diaozhuang from three aspects of economy,society and ecology.
