Connection Politics:A Study On The Effective Linkage Mechanism Of Administration And Autonomy From The Perspective Of Empowerment Theory

The rural revitalization strategy essentially reflects the relationship between the state and society,and means that the effective connection between administration and autonomy is the basic aspect of good governance in villages.This article selects S Village,Y Town,Yingde City,Qingyuan City,Guangdong Province as a case study,using in-depth interviews and field investigations to study how the local government can stimulate farmers’ consciousness of the main body and make them actively participate in village governance through the establishment of a rural news officer system.The operational mechanism and political logic of the effective connection between administration and autonomy.The author believes that the practice of the rural journalist system reflects the two-way empowerment between the government and society:on the one hand,the government empowers rural journalists through multiple dimensions,and builds authoritative information dissemination and communication channels to try to solve the rural hollow caused by information asymmetry.On the other hand,rural news officers use "transcoding and translation" of official information to activate the enthusiasm of farmers to participate in rural governance,continue to provide public service supplies and supplements,and ultimately strengthen the government.Legitimacy and authority to consolidate state power.Not only has it become an important attempt to realize the effective connection between the administrative power of the grassroots government and the power of villagers’ self-government,but it can also be inspired by focusing on the current rural governance practices.This article is divided into five chapters.The specific logic is as follows:The first chapter is an introduction,clarifying the research background of this article,raising the awareness of the problems of this article,and systematically and comprehensively combing the research topics,expounding the research methods,ideas and thesis of this article.Framework and related theories.The second chapter describes the political,social,and economic conditions of the case village before the implementation of the rural press officer system,analyzes the special background of the village’s urgent need to "connect",and provides the possibility for the development of the rural press officer system.The third chapter starts from the establishment of the rural news officer system,expounds how the government uses explicit empowerment,adopts a compound and multi-dimensional mobilization strategy to guide farmers to participate widely and the adjustment process of farmers’ psychology and behavior,and discuss how to pass the rural news officer The system realizes a closed loop of connection between different governance entities.The fourth chapter explains the operation process of the rural journalist system,analyzes how the rural journalist is implicitly empowered under the dual scenarios of daily governance and crisis management,and increases the legitimacy of the government by realizing rights,and summarizes the "rural journalist system" The benefits of "connection",how the administrative body and the autonomous body can consolidate the village value consensus under the effect of two-way empowerment,and realize the shaping of the pluralistic governance pattern.Finally,I draw a conclusion to analyze the internal mechanism of the rural news officer system as an effective connection mechanism between the administrative body and the autonomous body,discuss the boundaries and challenges of empowerment,and kickback the theme of"connected politics".
