To implement of grassroots democracy in rural areas,must insist on the autonomy of villagers.Since 1980s,there have been more than 60 million village committees across the country.The whole country has fully implemented "Organic Law on the Village Committees ".The autonomy of villagers in China's vast rural areas has demonstrated its great vitality,and effectively promoted our democratic process of grass-roots.The implementation of villager autonomy is a great innovation of the political system in rural areas,which opened apath of Socialism with Chinese Characteristics.Grass-roots democracy lasted more than 20 years at China's rural areas is also the history of exploring to achieve the ultimate goal of autonomy of villagers'.However,in this practice,the autonomy of villagers has taken place alienation in many places in our country.One of a very common situation is that the autonomy of villagers foreignized to autonomy of village officer."Autonomy of village officers" is that the right is not under the control of the villagers,but village officer.Autonomy of village officer is different from Autonomy of villagers,which showed a non-standardized,man-ruled characteristic.Such forms of governance,to some extent,lag behind the new construction of rural areas.To some extent,it hinders the achievement of the grassroots democracy of socialism.When dealing with new problems in the rural areas,we have to carefully,seriously think about the "autonomy of village officer ".Transferring the autonomy of village officer to the autonomy of villagers is an inevitable requirement on constructing a new countryside,and promoting the development of grass-root democracy of the socialism.The autonomy of villagers in the village are within the scope of administrative villages,relying on the village committee,direct the exercise of democratic elections, democratic decision-making,democratic management and democratic supervision, such as the right to self-management,self-service,self-education,self-monitoring system set up.Therefore,the implementation of decentralization is not only the autonomy of villagers to the village,but more importantly with the people power.The implementation of village self-government more than a decade,almost all the villages in our country have set up a village self-government organizations,the wide publicity and implementation of village autonomy,but in reality really achieve "Organic Law on Village Committees," it ought to be provided for the implementation status and thus the villagers self-government system design goal is not to be optimistic about the situation.Empirical studies have shown that the majority of China's rural village self-government is still in the stage of capable management.Especially in the rural village cadres capable villages of public power in the dominant system,controls the actual operation of the villagers self-government process,then place in a lot of regret that the alienation of the villagers self-government as a "self-governing village official." Therefore,the village official know the substance of self-government and against,and explore their generation and existence of the root causes,and explore how to go beyond this village-level governance of the disadvantages of the villagers to realize the true self-government,the development of grassroots democracy in rural areas of great significance.In order to demonstrate the phenomenon of autonomy of villagers in rural areas, the thesis selected the author's homeland "L" village as a case to carry out the investigation and demonstration.It constitutes five parts:the first part illustrate the basic theory questions;the second part summarizes the principal material selected from L village,and then reflects the existed problems in written language;followed the third part,it analyzes the unreasonableness of autonomy of the village officer;Part four and Part five are the core of this thesis:part four analyzes the emergence and existence of the reasons caused by the autonomy from the economic,political,cultural sides.Based on the fourth part,Part five tries to raise the idea of building a grass-roots democracy adapt to the economic,political and cultural foundation.
