As an important part of the public cultural service system,public libraries are a realistic carrier for inheriting civilization,disseminating culture,and sharing the fruits of spiritual civilization development by the people.As a fully funded public institution,public libraries are restricted by various factors,such as authorized strength and financial expenditure,so they need to invite volunteers to supply human resources and improve service efficiency.Although most public libraries have volunteer participation,and these volunteers have played a huge role in effectively improving the service capabilities of public libraries.But at the same time,there are still some problems in volunteer management:the source of volunteers is single,and the participation of social forces is insufficient;most of the volunteers are young teenagers,and the age distribution is uneven;the organization is unsound and lacks unified management;recruitment and publicity are not well organized,and pre-jobs training is unprofessional;the evaluation is less restrictive,the incentive feedback is not attractive.On this basis,this article puts forward the following countermeasures in a targeted manner:it is necessary to improve laws and regulations,strengthen policy guidance;it is necessary to enhance the sense of identity of voluntary culture and strive for support from all sectors of society;it is necessary to realize the standardization of volunteer management,expand the scope of volunteer service,improve the overall quality of the volunteer work force through training,improve the assessment and incentive mechanism,and establish a public library cultural volunteer service union.
