The inland revenue department,as the main functional department in revenue management,plays an important role of "gathering tax for the nation".The Dandong county tax office is the primary unit of the Dandong tax system,the direct executor of the tax targets.The working status of civil servants in county revenue department directly influences the development of tax administration in Dandong city and the credibility of the government.Therefore,further study of Dandong city county revenue department of civil servants incentive problem is of great significance.Based on the analysis of domestic and overseas advanced civil servants incentive theory and incentive mechanism,this study employs questionnaire survey and interview method to fully understand the incentive status of civil servants in Dandong county revenue department from the five dimensions:salary,promotion,performance review,education training and culture.It was found that many measure had already been taken in civil servants’ incentives,but the effectiveness was dissatisfactory.There are still many problems waiting to be solved.For example,there are defects in material incentives,deficiencies in spiritual incentives,the promotion channels are relatively narrow,performance appraisal has become a mere formality,and education training incentives are imbalanced,etc.These problems have affected the enthusiasm and initiative of civil servants.The reasons for these problems are varied,including the subjective reasons such as outdated incentive concept,insufficient attention to training incentive and incorrect recognition of performance management,as well as the objective reasons such as unscientific salary system,the lack of promotion resources and imperfect performance management.On the basis of understanding the problems and clarifying the causes,this paper proposes to optimize the incentives of civil servants in Dandong county revenue department by widening the material incentive model,strengthening the spiritual incentive effect,improving the performance management system and updating the career development incentives.
