The county governs the country.Grassroots governance is related to the process of national governance modernization and is a direct reflection of the national governance system and governance capabilities.As the core element to promote the implementation of various major policies at the grass-roots level,grass-roots civil servants shoulder the historical task of maintaining social order and stability and serving the people.They play an irreplaceable role in the building of grass-roots governance systems and governance capabilities.Their administrative capabilities and management The level of ability directly determines whether the grassroots social governance can be truly refined and intelligent.Whether the administrative capacity of grassroots civil servants is low or the phenomenon of "doing nothing for the public" frequently occurs is closely related to the problem of job burnout of grassroots civil servants.Therefore,alleviating the job burnout of civil servants at the grass-roots level and effectively improving the administrative capacity of the civil servants at the grass-roots level are an important issue in advancing the modernization of the national governance system and governance capabilities in the new era.Based on the results of the MBI-GS questionnaire survey conducted by grassroots civil servants in County L and the analysis results of SPSS25 mathematical analysis software,it can be clear that in the new era,with the new requirements of various grassroots work and the implementation of the concept of creating a service-oriented government In the county,the grassroots civil servants in L county have shown moderate job burnout under the role change and workload.In the long run,it will inevitably lead to low efficiency of grassroots civil servants,intensify conflicts between cadres and the masses,and affect the process of modernizing the governance capacity of the grassroots governance system.Combining the conclusions of the case interviews and the analysis of the differences in the education,salary,job level,and job nature of the L county grass-roots civil servants,we can know that the causes of the job burnout of the L county grass-roots civil servants are in addition to the personal level and In addition to many factors at the organizational level,more importantly,in the context of the new era,the physical fatigue of the grassroots civil servants in County L under the high pressure of many new grassroots work requirements,and at the working level because of many formalism and traceismWaiting for the exhaustion of the shackles of the bad wind.Through in-depth analysis of the factors influencing the burnout of grassroots civil servants in County L and the summary research of related literature,we can put forward countermeasures and suggestions to solve the burnout problem of grassroots civil servants in County L,that is,the interconnection between the three dimensions of individual level,work level,and organization level.Policy proposition.
