Since the 1980 s,China’s urban management system with the "unit system" as the core began to gradually dissolve,and the "street housing system" rose.With the comprehensive promotion of "community construction" in 2000,"community" has become a new basic unit of urban grassroots social governance.However,this transformation is not achieved overnight.As a transitional form,the "unit community" still exists in different forms in various regions of the city,and the university type unit community is a typical one.Under the background of the transformation of urban social management mode,on the one hand,the University unit community continues the governance tradition of the unit system,on the other hand,it also changes under the influence of many factors.Its unique governance structure makes it face governance problems and dilemmas different from non unit communities.Taking a community of H University as an example,this paper uses social work professional theory and perspective to reveal the main difficulties and root causes of the community governance on the basis of presenting the community governance form,and participates in the community governance through the professional methods of community work,so as to provide beneficial experience for optimizing the governance structure and improving the unit community governance level.Through the value matching analysis(NGT)of community governance to analyze a community,a community presents the characteristics of rich resources,natural endowment for high location conditions,low resource conditions,high governance tradition;the role of the main body of community governance is high unit role,the role of the government is medium,and the role of the market is low;the realization status of community governance goals is "people’s livelihood goals"-it is difficult to meet pluralism Demand,"security goal"-safe campus construction,"dignity goal"-differentiated dignity satisfaction.Under such a governance pattern,the power of "unit" and "community" is very different.Community a has the "name" of the community,but few "real" community.It is not only the lack ofself-organization development of the community,but also the serious lack of community participation,and the neighborhood committee organization is highly marginalized.This not only weakens the access of government service resources into the community,but also makes it difficult to fully meet the heterogeneous service needs of the community.Based on the analysis of the characteristics of "unit community" in a community,this paper believes that the Governance Dilemma Faced by a community is mainly due to the extension of H University’s power dispersion in the community,which not only dominates the supply of various service resources in a community,but also creates the unbalanced dual governance structure of the community,and at the same time inhibits the production of residents’ community consciousness.Therefore,the social work practice of optimizing community governance structure,mining and linking community "non unit" resources,improving residents’ autonomy ability and strengthening the construction of social work professional team are carried out,so as to promote the solution of community problems and governance difficulties,and provide reference experience and methods for the research of University unit community. |
