Abstract/Summary:
With the acceleration of urbanization and the rapid development of economy, the urban population and the number of motor vehicles have expanded rapidly, the urban transportation system is under great pressure.Xi’an,as a national central city and an important fulcrum city of “the Belt and Road” initiative, has entered a stage of rapid economic development in recent years, with a growing population and the number of motor vehicles ranking eighth in China, problems such as traffic jam,air pollution, and difficult parking have become increasingly serious. With the advent of the information and data era,Intelligent Transportation has emerged, providing new means for solving traffic problems, improving transportation management and service levels, and improving transportation safety and environmental protection.Xi’an has achieved good results since the introduction of Intelligent Transportation in 2016.However,whether it meets the target requirements and the current status of the construction requires a comprehensive evaluation system to judge. At present, there is little research on the evaluation system and standards of Intelligent Transportation, and there is a lack of theoretical and empirical research. There is no guidance for the evaluation and development of Intelligent Transportation in Xi’an.Therefore, how to establish a comprehensive Intelligent Transportation construction evaluation system and how to develop Intelligent Transportation It is an urgent problem to be solved. This article analyzes the theory of Intelligent Transportation, constructs Xi’an Intelligent Transportation construction evaluation index system and conducts empirical research, which can not only verify the rationality of the index system, make up for the vacancy of current research in theory, enrich the theoretical system of Intelligent Transportation evaluation, but also empirical research The results can also provide a decision basis for the construction and development of Intelligent Transportation in Xi’an.First, from the perspective of Intelligent Transportation concepts, objectives and applications, combined with public product theory, government regulation theory and Comprehensive evaluation theory,to determine the theoretical basis of Intelligent Transportation construction evaluation in Xi’an,lay the foundation for further construction of Xi’an Intelligent Transportation construction evaluation index system.Secondly, combined with the previous analysis and existing literature,in-depth research on the content of Intelligent Transportation construction, starting from the six dimensions of traffic facilities, traffic information service level, travel convenience level, traffic safety level, traffic environmental protection level, and traffic management level, follow the indicators Selection principles, optimize and perfect the existing indicator system, and innovatively incorporate indicators such as vehicle mobile payment terminal coverage, commuting pressure index, and intelligent parking system(ETCP)coverage into the indicator system, and finally determined to include 23 Indicator evaluation system and indicator standards.Third, choose the analytic hierarchy process, determine the index weights, and use YAAHP software for inspection and calculation;according to the data characteristics and evaluation purposes, build a fuzzy comprehensive evaluation model to empirically analyze the construction status of Intelligent Transportation in Xi’an.Finally, combined with the analysis of empirical results, countermeasures and exploratory suggestions are proposed from the aspects of scientific planning of transportation infrastructure, improvement of relevant laws and regulations, improvement of transportation management level, and intensification of popularization of popular science.
