| As the most important medical resources,doctors play an important role in the construction of a healthy China and the protection of people’s health and safety,but the construction of doctors in Our country has the problems of insufficient quantity and uneven distribution.In order to promote the rational flow of health human resources and meet the increasing health needs of the people,China has begun to gradually explore the implementation of the multi-site medical practice policy.This paper studies the current situation of the implementation of the multi-point practice policy for doctors in Lianyungang city,discusses the problems and causes in the implementation of the policy,and puts forward some Suggestions to promote the effective implementation of the policy.Firstly,this paper adopts the literature analysis method to grasp the policy connotation,implementation necessity,evolution and research status at home and abroad of doctors’ multi-point practice,and establishes a theoretical framework to analyze policy implementation based on Smith model.Secondly based on the analysis of lianyungang is involved in more practice and was not involved in practicing doctors more data,and USES the quantitative questionnaire survey and qualitative interview method,analysis of lianyungang city practitioners more policy implementation present situation,the physician for more practice of cognitive and behavioral and medical institutions to physicians more practice policies of recognition,etc.Furthermore,the problems and causes of the multi-point practice of doctors in Lianyungang city are discussed from four aspects:the policy itself,the executing agency,the target group and the policy environment.In this paper,the author believes that the policy of multi-site practice of doctors lacks legitimacy and rationality,and the publicity of the policy in Lianyungang area is not in place,resulting in the low social awareness of the policy.Due to the lack of human resources and operational capacity of the executing agency,the execution deviation occurs;Doctors’participation in the policy is low due to heavy work tasks,possible risks of multi-practice,negative policy implementation in the first medical institution and uneven diagnosis and treatment level in the multi-practice medical institution.The traditional personnel system,the medical responsibility sharing mechanism is not perfect,the government financial investment is insufficient,the social respect for medical care atmosphere is not strong,and so on all restrict the effective implementation of the policy.Finally,Suggestions are put forward to promote the effective implementation of the multi-point practice policy of doctors in Lianyungang city.First,idealization of the policy should be promoted to amend the Law of Medical Practitioners,promote the policy of multi-point practice of doctors through multiple channels,gradually improve the policy system of multi-point practice of doctors,and constantly improve the legitimacy,feasibility and social understanding of the policy.Second,in terms of enforcement agencies,it is necessary to streamline administration and delegate more powers,provide efficient and high-quality services for doctors in multi-site practice,and strengthen supervision and assessment of medical institutions.Third,in terms of target groups,physicians should strengthen their own capacity building,participate in multi-point practice as a team,and medical institutions should actively explore and strengthen the construction of talent training system.Fourth,in terms of policy and environment,we need to steadily promote the reform of the personnel system in public hospitals,improve the mechanism for doctors to share risks and responsibilities in multi-site medical practice,increase financial input,and take the opportunity of fighting COVID-19 to take multiple measures to build a harmonious doctor-patient relationship. |
