In recent years,with the continuous development of China’s economy and urbanisation,various types of economic and technological development zones,high-tech development zones,industrial parks,manufacturing industrial parks and so on have emerged around the country.It has become an important platform for promoting the rapid development of China’s industrialisation and urbanisation and opening up to the outside world.With the construction and development of the development zones,more and more rural land has been expropriated and houses demolished,and in order to protect the livelihood of the "double-lost" farmers,the demolition and resettlement communities planned and built by the government have come into being.The formation of such communities is unique,as they are neither rural nor urban communities,but a transitional zone between the two,lacking mature and systematic governance theory and experience.This paper uses community governance theory and polycentric governance theory as the theoretical basis,and takes the Xushui Development Zone farmers’ demolition and resettlement community as a case study.The survey was carried out in the resettlement area.Through the survey and visits,we learnt that everything in the Xushui Development Zone is in the initial transitional stage.In the process of governance,due to the lack of a sound management system,the incomplete conversion of villages into residences,the tight schedule of demolition and resettlement,the low government investment,the lack of role of NGOs,the poor autonomy of the demolished residents,the unclear positioning of the community management service centre and the low remuneration of social workers,the community governance model has emerged.The paper also discusses the problems of community governance,the shortcomings of supporting facilities,the imperfect service system,the difficulties in changing the role of residents into citizens,and the lack of "quality" and "quantity" in the social work team.Based on a comprehensive analysis of the governance problems and their causes,the thesis proposes corresponding countermeasures to improve the effectiveness of the governance of farmer resettlement communities by rationalising the division of responsibilities among the governance bodies,giving full play to the government’s functional role,strengthening the residents’ ability to integrate into the citizens,and enriching the strength of the social work team.
