| With the rapid development of society and economy,the number of international,large-scale,high-standard events held in China are increasing.On the one hand,it promotes the prosperity of the city;on the other hand,it also brings great challenges to government managers.In recent years,frequent food safety incidents in major events not only directly affect the health of participants,but also impose a negative impact on China’s national image and social stability.Especially with the normalization of Covid-19 prevention and control,food safety standards will become more stringent.According to the overall management concept of “farm to table”,the establishment and improvement of food safety risk warning system for major events is not only to raise Chinese public health management level,but also to respond to the development of global food safety management.Therefore,effectively preventing food safety risks in major events,and keeping the entire process of catering in a safe and controllable state,has become a focus of future food safety research.From the perspective of the life-cycle theory,with the research object of major events food safety intelligence work,this thesis conducts a systematic research on food safety risk warning system for major events.The main contents are as following:First,based on the risk management theory,the related concepts of food safety risk warning for major events are explained;based on the life-cycle theory and predictive warning theory,intelligence factors are searched from the evolution chain of food safety incidents,and define the key concepts of the research.Second,the thesis analyzes the advanced practices and useful experience of typical developed countries in the field of food safety risk prevention and warning for major events,and compares it to the current status of domestic food safety warning.With regard to the construction of the warning system,it further proposes measures to improve China’s capacity of food safety risks warning and prevention for major events.Third,the thesis statistically analyses 46 domestic and overseas food safety incidents in major events in the past 20 years,and dissects the type,occurrence time,number of casualties and cause of the incidents.Combining with the actual work requirements of China’s catering process in major events,and on the basis of finding commonalities,a warning indicator system is constructed from the perspective of the basic risks of catering and the capability of management and prevention,then using AHP to establish the weight of each risk indicator.Referring to policy documents,local and industrial standards,the thesis constructs a four-level warning model for food safety of major events.Finally,from the perspectives of macro,micro,and hierarchical response,countermeasures and suggestions of improving the responsiveness of major event food safety warning are put forward,in order to reduce or resolve the possible losses caused by food safety incidents.The intelligence feedback mechanism is also incorporated into the basic framework of the warning mechanism,which ensures its effectiveness.This thesis is aimed at establishing a catering security system which includes analysis,control and feedback,and providing a reference for improving Chinese government’s capability of major event food safety risk warning. |
