Research And Optimization Of The Government’s Management Of The Business Environment At The County Level

Business environment has increasingly become an important means and support for a country or region to effectively carry out exchanges,strengthen cooperation and participate in international market competition,which can reflect the economic soft power and market competitiveness of the country or region.At present,business environment has increasingly become the focus of Chinese government governance and an important area for local governments to carry out regional and international competition.The construction of Hainan free trade zone(port)is an important decision made by the CPC Central Committee and the State Council with a view to the overall situation of international and domestic development.It is also a powerful measure to promote reform and opening up and actively promote globalization under the new situation.In order to promote the construction of Hainan free trade zone(port),Hainan Province issued the action plan for optimizing the business environment of Hainan Province(2018-2019)against the world bank’s business environment evaluation index in 2019,and put forward 40 reform measures on 11 aspects of Hainan Province,such as opening enterprises,property registration,obtaining credit and improving the financing environment,so as to accelerate the construction of business environment.Lingao County is located in the coastal area of Hainan Province,with superior geographical position.Its county-level economy is an important part of economic growth and social development of Hainan Province,and also one of the important battlefields of building Hainan free trade zone(port).It is particularly important to build a county-level business environment.Under the background of the construction of Hainan free trade zone(port),in order to accurately grasp the existing problems of the business environment at the county level,this paper takes Lingao County as an example,based on the questionnaire survey,discusses the business environment at the county level into five parts,and puts forward countermeasures based on the analysis of the causes of the problems existing in the governance of the business environment at the county level,so as to further optimize the business environment at the county level.The first part of this paper is the basis of the research.It describes the background and significance of the research.By summarizing the current situation of literature research at home and abroad,it puts forward the research methods and innovation of this paper.The second part is the basic definition and theoretical basis,elaborated the basic definition of business environment,county-level business environment and government governance,at the same time,introduced the new public management theory and government governance theory.The third part introduces the current situationand practice of government’s management of business environment at county level-Taking Lingao County as an example.The fourth part sums up the problems existing in the governance of county-level business environment and analyzes the causes.The fifth part puts forward the government’s Countermeasures to optimize the business environment at the county level,in order to provide reference for the government’s scientific decision-making in the context of the construction of Hainan free trade zone(port),and further promote the construction of business environment.
