| After decades of theoretical practice and reform,China’s current civil servant examination and appointment system has been basically established,which has trained a large number of civil servants with both integrity and ability for the country,and improved the work efficiency of the Party and government organs at all levels.In recent years,in order to further optimize the structure of the party and government civil servants and promote the reform of the cadre and personnel system,China has launched a new measure of the civil servant examination and admission system--the public selection system of civil servants.In the existing civil service open selection system is mainly based on the civil servant law of the People’s Republic of China and regulations on the party and government leadership cadre selection and appointment,work,and a series of civil servants substantially based on the related legal regulations,especially the 2013 "civil servants open selection method(try out)" to a certain extent,marks the civil service system of open selection of basic mature.This system is a continuation and innovation of the way of civil servant transfer in China,which solves the historical problem of the single structure of cadre selection and appointment,broadens the path of promotion for the career development of grass-roots civil servants,and injects fresh blood into the higher level organs and units.However,in our country civil servant selection work management system practice in the process of the exposure of some outstanding problems,affecting the selection of civil servants in various places,the positive and full play of the superiority of the selection work.Therefore,a more comprehensive analysis and interpretation of the public selection system of civil servants in China,from the summary process to explore the practical problems existing in the public selection system of civil servants and put forward the corresponding solutions and measures,can accelerate the sound development of the public selection system of civil servants.This paper is divided into five parts,the first part is the introduction.The second part will make a clear definition of the relevant concepts of the public selection system of civil servants in China,and compare the selection examination with other forms of civil servants examination,highlighting the particularity of the selection system.The third part introduces the development course and the overall results of the public selection system of civil servants in China.The fourth part analyzes the problems such as the top-level design,the examination links and the ideological understanding of the public selection system of civil servants in China.The fifth part will focus on the problem above,from the top of the strengthen open selection system design,scientific setting position and choose to enter oneself for an examination qualifications,perfect selection starting link,establish guarantee mechanism selection point of view put forward important measures of perfecting our country’s civil service system of open selection,thus to further carry out the selection work,explore the long-term mechanism of establishing open selection of civil servants,It is of great significance to optimize the source and experience structure of civil servants in party and government organs. |
