Our country has excellent cadre exchange tradition,especially the civil service law promulgated in 2006,made on the provisions of civil exchanges,which greatly promote the legalization of civil exchanges.Open selection of the civil service system,the central authorities to take the lead in the pilot,from the majority of civil servants in the selection of outstanding personnel to the central authorities.Open selection has achieved rapid development since 2010,the annual selection of the number of development from the initial twenty to more than 500 people,especially the "civil public selection approach(Trial)" promulgated,gradually expand the selection's scope of vision,marking the open selection embarked on a systematic,standardized and scientific development road.However,due to the open selection is an innovative system,there are still some areas need to explore,some areas need to be further improved in practice.This paper combined with the theory of the management of the flow of talent,absorbed the advanced experience from domestic and international.This paper reviews the development process of the public selection of the central authorities,and discusses the problems in the selection system through the statistical analysis of relevant data.Finally,putting forward suggestions according to the actual situation.This paper is composed of five parts: the first part is the introduction,which mainly introduces the research background,purpose and significance,literature review at home and abroad,research contents and methods.The second part is the development of the central authorities open selection of civil servants,which Carding the evolution,significance and effectiveness of the open selection system.The third part is the problems in practice.Fourth,this paper combs the system and practice of civil servants exchange in some countries.At last,put forward some suggestions.This paper uses the statistical analysis,empirical analysis,comparative research,literature research and other research methods,analyzing the open selection data collected from 2010 to 2016,especially from 2015 and 2016,to point out the problems existing in the system.To solve the problems above,this article give suggestions from the macro environment,raising awareness,establishing and improving the supporting measures,and other aspects.Hoping to promote the development of the central authorities open selection mechanism,and also allow the system to better service China's civil service management,to better promote the modernization of national governance systems and governance capacity.
