As an important part of China’s cadre and personnel system reformation, thegrassroots-oriented civil servants selection system has brought new blood into thegovernment organization of national and provincial levels in recent years. Thegrassroots-oriented civil servants selection system not only can provide extradevelopment opportunities for young cadres, but also can eliminate the inexperiencedcandidates from the selection. The grassroots-oriented civil servants selection systemincludes4steps, which are selection, training, management and assignment. As theexperience accumulates, it has formed a sound selection system with correspondingspecialized regulations. At the same time, the disadvantages of this selection systemexposed. The grassroots-oriented civil servants selection system cannot provide theversatile talents to the government, since it aims to eliminate the inexperiencedcandidates from the selection. This deficiency will cut the effectiveness of this selectionsystem more or less. In this situation, study the grassroots-oriented civil servantsselection system will help us to know more about this selection system. Hence toimprove it in order to beneficial for both the government and reformation of China’scadre and personnel system.For the above reasons, we use several ways to analyze the efficacy of thegrassroots-oriented civil servants selection system in our study. Based on the literaturereview, we analyze the grassroots-oriented civil servants selection system and SichuanProvince CPPCC organs’ characteristic. With the analysis results, we constitute thequestionnaire and investigate the efficacy of this selection system empirically. Based onthe data from the Sichuan Province CPPCC organs, we use the multiple linearregressions as the main tool to study both the efficacy of the grassroots-oriented civilservants selection system and the effectiveness of the elected civil servants. After that,we provide some advises that could be useful to improve the selection system. Based onour analysis, we find that the efficacy of the grassroots-oriented civil servants selectionsystem has relations with the training of elected graduates, the correct job analysis,work experience and skill,the relationship between work and family and theoccupational EQ.
