China's civil service public selection system is an important innovation in personnel selection system,to explore the competition from a basic organization selection of talents to the higher authorities transferred,effectively optimize the structure of civil servants.However,in the practice of the public selection of civil servants also exposed some problems,affecting the effectiveness of the system of public selection of civil servants play,causing widespread concern in the community.Therefore,how to effectively solve the problems existing in the practice of the public selection of civil servants,and achieve the improvement and development of the system of public selection of civil servants,has important theoretical value and practical significance.In this paper,in order to optimize the structure of civil servants,take full advantage of the role open selection of civil servants system as the starting point,stressed that the masses accepted,pay attention to personnel have both ability and political integrity,the principle for the selection of performance,from the open selection of civil servants system,procedures,rules and other aspects,in order to solve the problems in the practice of open selection of civil servants,improve scientific system for the purpose of open selection of civil servants in the process of the existing problems are analyzed,and further discusses the causes of the problem,and to the person job matching and the group structure optimization theory thinking,put forward countermeasures and open selection of civil servants system.
