The public cadre selection system is an important part of civil servantsystem.Since launched20years ago, thousands of leaders have already chosen atdifferent levels.To a certain extent, the public cadre selection system as an importantchannel for appointment of civil servants decide the civil servants’ team ability andquality.While Chinese civil officials at county level as the civil servant in theproportion of the largest part of the civil servants occupies an important position,they are the national backbone who bear the leadership function and the decision,organization, command, coordination effect.During the implementation of selection of civil servants, the practice ofinnovative measures has already made and in a thus achieved gratifyingachievements in the guiding principle of "fair, open, competitive, merit-based".Thepublic cadre selection system has been continuously strengthened and graduallybecome an important institutional selection of our countrys civil servantappointment. In recent years, with the gradually expanding range and number ofChinese civil officials public selection at county level, some problems began toexpose.From the whole process of public selection work, public transparency is stilllow; the citizens right to know has not been fully reflected; public selection work inthe legal system is not perfect; the civil service system of public selection of power isnot configured reasonable.Based on above issues, this paper tries to analyze the public cadre selectionsystem at country level from multiple perspectives on the usage of governmentinformation disclosure theory, the administrative areas of principal-agent theory andthe theory of service-oriented government of Chinese civil officials at county level.On the analysis of the problems in the implementation of the public carder selectionsystem, the article proposes some countermeasures to improve and hope those canbe a reference to the current situation of civil officials at the country level.
