Research On The Attribution Of Government Affairs Public Opinion Response To Disconfirmation

The response of local governments essentially requires the construction of a new relationship model in the process of political-civilian interaction in order to realize the common governance of public affairs.On the one hand,from the perspective of the principal-agent relationship,the citizen as the principal will form basic expectations before the local government responds.Inspired by expectations theory,this article attempts to put forward a formulaic explanation of the formation mechanism of citizen expectations.On the other hand,it analyzes the behavioral motives of local governments,and believes that motives lead to corresponding public opinion response behaviors and performance,and the interaction between the two affects the effect of public opinion response.On the basis of relevant literature and the interpretation of expectation disconfirmation theory,this article regards the response effect of local government public opinion as the result of the deviation of citizen expectations and local government response behavior,and constructs a framework of "expectationperformance-disconfirmation" to analyze the response effect of public opinion.Focusing on expected response,it is concluded that citizen expectations are composed of fact-driven information expectations and socially constructed emotional expectations.Local government response behaviors are composed of discourse behaviors and action behaviors,combining the types of citizens’ expectations and local government response behaviors.Types classify the expectations of citizens in government affairs public opinion.Based on the qualitative comparative analysis of fuzzy sets,this paper conducts a systematic study of 30 government affairs public opinion events,combines the basic representations of citizens ’ expectations and real cases,and extracts the two core indicators of "timeliness" and "effectiveness".Timeliness,accuracy,persistence,and temperature,impartiality are condition variables,and disconfirmation is a result variable.Through comparative case studies,it explores the reasons for the disconfirmation of the local government’s public opinion response to government affairs,and proposes countermeasures and suggestions to improve the effectiveness of local government public opinion responses.How to guide and meet citizens’ expectations in the response of government affairs and public opinion has become an important issue for local government government affairs and public opinion governance.
