Research On The Development Of Rural Charity Mutual Assistance And Old-age Care In China

China's population is aging,and the traditional pension model is gradually declining.The problem of old-age care,especially in rural areas,has brought severe challenges to our society.In September 2018,the Central Committee of the Communist Party of China and the State Council clearly stated in the "Strategic Planning for Rural Revitalization(2018-2022)" that we should accelerate the establishment of a multi-level rural old-age care service system based on home-based,community-based,and institutional support.Rural pension service capacity.Nowadays,the rural mutual support model has been promoted nationwide,but the specific practice forms are diverse.With the great development and prosperity of China's philanthropy,rural charity mutual assistance and old-age care has gradually attracted the attention of all sectors of society.Charitable mutual aid and old-age care mainly use "charity power" to enhance the willingness and participation of multi-dimensional non-government subjects in rural pensions.It is an innovation of the rural mutual-supporting pension practice model,and the feasibility of its development needs further study.At the end of 2017,the rural mutual aid and old-age care practice of “Charity Happiness Institute” in Wuzhi County,Henan Province was included in the book as a typical case of rural pension for the national study,and the rural charity mutual support model was officially promoted.Based on the theory of demand hierarchy,Pareto optimality theory and active aging theory,this paper firstly classifies and summarizes the specific practice modes of rural mutual support and pension in China through literature collection,compares its advantages and disadvantages,and leads to the development of rural charity mutual assistance and pension.Background and development status;Secondly,the early practice of rural charity mutual aid and old-age care--"Charity Helping the Elderly and Anju Building" in Fujian Province as an example,briefly describing the specific implementation path of charity mutual assistance and pension;again according to the author's "Charity Happiness" in WuzhiCounty,Henan Province The actual research experience of the hospital focuses on the analysis of the operational mechanism and effectiveness of the “Wuzhi mode” of rural charity mutual assistance and old-age care,and further explores the problems and causes in the development of rural charity mutual aid and old-age care,and proposes corresponding countermeasures.Wuzhi's model of charity happiness has opened up a path for rural areas to mobilize multiple non-government entities to participate in the provision of old-age services through “charitable forces”.It is also a supplement to exploring how to achieve multi-subject co-construction and shared modern management.Through the study of “charity power” to promote the development of old age,this paper can further improve the path of multi-subject participation in social governance,and is conducive to building a rural old-age service system with Chinese characteristics.
