| Government information publicity is conducive to protecting citizens’ rights of knowing,supervision and participation,as well as can restrict and supervise the executive powers of civil service effectively.In May 2008,the State Council promulgated Government Information Publicity Regulations of the People’s Republic of China,which is the symbol of the establishment of government information publicity system in China formally.In 2019,the State Council revised the Regulations to make more explicit and detailed stipulations on proactive publicity and publicity according to application.With the development of government information publicity,the district(county)government information publicity,which is closest to the vital interests of the public,has been widely concerned by the people.The analyses of the problems and reasons of district(county)government information publicity can enhance leaders,cadres and staff’s understanding of government information publicity,so as to promote the standardized development of government information publicity in district(county).Also,the standardized functioning of district(county)government information publicity helps to improve the people’s trust and satisfaction with the government,strengthen the contact between the government and the people,enhance public’s supervision on the executive powers of district(county)government,improve the governance ability of district(county)government,and further promote the construction of a law-ruled government,a sunshine government and a service-oriented government.The dissertation mainly includes four parts.The first part is the related concepts and development of government information publicity,pinpointing that the main forms of government information publicity is proactive publicity and publicity according to application,as well as the supervision,assessment and accountability of government information publicity,so as to define its core concept and range.The second part discusses the basic constitution of district(county)government information disclosure,including its authority,range,form,its relationship with confidentiality,and remedy.The third part analyzes the main problems in district(county)government information publicity and their reasons.The fourth part puts forward countermeasures and suggestions to strengthen the district(county)government information publicity,in order to standardize and improve Y district government information publicity,provide reference for district(county)government information publicity nationwide,and promote the standardization of district(county)government information publicity.According to the working mechanism of district(county)government information publicity,the Regulations and the policy documents of provincial and municipal government on information publicity,this dissertation summarizes the four main problems of district(county)government information publicity: first,non-standard column name on the government website;second,delayed publicity of sudden public incidents;third,unsatisfactory result of publicity according to application;fourth,deficient implementation of social evaluation system.Through careful analysis,the main reasons are summarized as follows: first,inefficiency of district(county)government leaders and cadres’ awareness of publicity;second,low professionalism of district(county)government staff;third,lack of overall management of publicity according to application in civil service at all levels;fourth,inadequacy of district(county)government’s supervision and accountability.In order to protect the people’s rights to know,and improve the standardization of district(county)government information publicity,this dissertation puts forward four countermeasures and suggestions: firstly,strengthen the district(county)level government administrative organs of the personnel of the initiative to open awareness;secondly,improve the working ability of district(county)level government information disclosure staff;thirdly,develop a unified open platform based on application;Fourthly,the supervision and accountability of district(county)level government information disclosure should be strengthened.By enhancing the people’s supervision and evaluation of government information publicity,the governance ability of district(county)government can be improved effectively,and the people’s trust and dependence on the government can be strengthened. |
