Research On The Improvement Of Service-oriented Government In Lhasa

At the National People’s Congress deputies meeting held in May,the government work report mentioned the need to continue to promote the reform of "delegation,regulation,and service".This is the inheritance and development of the service-oriented government reform goal proposed in 2004.My country has changed from a planned economy to a market economy in the early days of the founding of the People’s Republic of China.The government model corresponding to the planned economy is a regulatory government,and the government model that is compatible with the market economy is a service-oriented government.At the same time as the economic model changes,the government model has also taken place.Changed.The focus of the government’s work has shifted from the management of the entire society to the delivery of services.However,the transformation of these functions and the provision of services are not a simple matter.The achievement of this goal requires the coordination of multiple parties.Combining the actual local conditions,there is a long way to go.This article takes seamless government rounds,limited government theory,and new public service theories as the theoretical support of sharing,co-construction and co-governance concepts.Through literature research,questionnaire surveys and interviews,we have an in-depth understanding of the current status of Lhasa’s service-oriented government service capabilities.From the perspective of public evaluation,we use empirical analysis to make a realistic measurement of the service capacity building of the Lhasa city government.The realistic measurement provides opinions from the public for this study and helps to discover problems and causes,because the audience of public services is the broad masses of people.First,it described the effectiveness of the current service capacity of Lhasa,and found that the service capacity of the Lhasa city government currently has problems in consciousness,finance,service supply,and social organization,and analyzed the reasons for the problems.Lhasa City’s service-oriented government provides practical and effective suggestions for improving the service capacity of the service-oriented government.This article is composed of five parts.The first is the introduction.In this part,the background of this research,the purpose of this research,the theoretical and practical significance of the research,the methods used in this research,and the current domestic The status quo of foreign research is sorted out and summarized;in the second part,the theoretical government service capabilities and service-oriented government involved in the thesis are defined,and the limited government theory,new public service theory,seamless government theory,The theoretical support of the concept of sharing,co-construction and co-governance on the improvement of the service capacity of Lhasa’s service-oriented government;the third part mainly introduces the current status of Lhasa’s service-oriented government’s service capacity,mainly using the literature research faro to list the current service-oriented government services Through the questionnaire survey method,Lhasa citizens’ satisfaction with the government’s service capabilities was obtained.Chapter Four analyzes the existing problems and causes in the analysis of the status quo of Lhasa’s service-oriented government’s service capabilities.The fifth part puts forward the countermeasures and suggestions for the service capacity of the service-oriented government of Lhasa on the basis of the previous research.They are to establish a modern government service consciousness,promote economic development,improve public service systems and mechanisms,and promote the development of social organizations in five aspects.
