Service-oriented Government In China Under The Civil Service Capacity Building

Civil servants are executors of government functions, and the key force of the government's goals achieved. The civil servants capacity is special talent that using public power by law to perform administrative functions scientifically and effectively, to serve people, promote social equity, and to achieve social harmony. The civil servants capacity is embodiment of government capacity. Strengthen the building of it can enhance government capacity; can achieve government's functions and objectives. Today, China is building service-oriented government, it stresses that the government's decisions and actions are based on citizen and society, the purpose and objective of the service-oriented government are serving and achieving public interests. The nature of the service-oriented government puts forward new challenges and requirements to the civil servants capacity. In order to meet the need of building service-oriented government, strengthen civil servants capacity building is not only necessary, but also of great significance.The paper starts from two core concepts:service-oriented government and civil servants capacity, analyzes the basic theories of service-oriented government and civil servants capacity, illustrates the relationship between the construction of service-oriented government and civil servants capacity building, points out the inadequate of the existing general framework of civil servants capacity, clears the new requirements that service-oriented government put forwards to civil servants capacity, and in according of them, builds the framework of civil servants capacity that adapts to service-oriented government. This article also from the reality thinks that civil servants lack sense of service; perform low service skill, and so on, due to the impact and constraint of the traditional concepts, old mechanism and system. On this basis, the paper attempts to draw the civil servants capacity building experiences of developed countries, from changing idea and concept, improving the civil service system, exploring mechanisms to improve the civil servants capacity and focus on self-training of civil servants capacity, etc, to discuss how to strengthen civil servants capacity building, that should be better to promote service-oriented government building.
